55 AN ACT
66 relating to personal information entered on the carrier envelope of
77 a ballot to be voted by mail.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 86.002, Election Code, is amended by
1010 adding Subsection (d-1) and amending Subsection (g) to read as
1111 follows:
1212 (d-1) The secretary of state shall prescribe instructions
1313 to be printed on the balloting materials for marking the ballot
1414 envelope with the information required under Subsection (g). The
1515 instructions must:
1616 (1) be printed in at least a 10-point font;
1717 (2) except as provided by Subdivision (3), not include
1818 the text "V.U.I.D." or the words "voter registration number"; and
1919 (3) contain the statement: "A voter registration
2020 number (V.U.I.D.) does not satisfy the requirement to enter the
2121 number of an election identification certificate and should not be
2222 printed on the carrier envelope."
2323 (g) The carrier envelope must include a space, at least one
2424 half inch in height and two inches in width, that is hidden from
2525 view when the envelope is sealed for the voter to enter the
2626 following information:
2727 (1) the number of the voter's driver's license,
2828 election identification certificate, or personal identification
2929 card issued by the Department of Public Safety;
3030 (2) if the voter has not been issued a number described
3131 by Subdivision (1), the last four digits of the voter's social
3232 security number; or
3333 (3) a statement by the applicant that the applicant
3434 has not been issued a number described by Subdivision (1) or (2).
3535 SECTION 2. This Act takes effect September 1, 2023.
