77 relating to the authority of a political subdivision to provide a
88 universal basic income.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 140, Local Government Code, is amended
1111 by adding Section 140.014 to read as follows:
1212 Sec. 140.014. PROHIBITION ON PROVIDING UNIVERSAL BASIC
1313 INCOME. (a) In this section, "universal basic income" means
1414 unconditional cash grants of equal amounts issued on a regular
1515 basis to individual residents of a political subdivision. The term
1616 includes a basic income, monthly income, or minimum income paid to
1717 each individual resident of the political subdivision without
1818 regard to the individual's circumstances.
1919 (b) Notwithstanding any other law, a political subdivision
2020 may not adopt or enforce an ordinance, order, or other measure
2121 providing for a universal basic income.
2222 SECTION 2. This Act takes effect immediately if it receives
2323 a vote of two-thirds of all the members elected to each house, as
2424 provided by Section 39, Article III, Texas Constitution. If this
2525 Act does not receive the vote necessary for immediate effect, this
2626 Act takes effect September 1, 2023.
