| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subtitle A, Title 2, Water Code, is amended by |
|---|
| 12 | 12 | | adding Chapter 9 to read as follows: |
|---|
| 13 | 13 | | CHAPTER 9. WATER TECHNICAL ASSISTANCE CONSORTIUM |
|---|
| 14 | 14 | | Sec. 9.0101. WATER TECHNICAL ASSISTANCE CONSORTIUM. (a) |
|---|
| 15 | 15 | | In this section, "consortium" means the Water Technical Assistance |
|---|
| 16 | 16 | | Consortium. |
|---|
| 17 | 17 | | (b) The board shall establish and administer the Water |
|---|
| 18 | 18 | | Technical Assistance Consortium. The consortium is subject to |
|---|
| 19 | 19 | | review under Chapter 325, Government Code, in the same manner and at |
|---|
| 20 | 20 | | the same time as the board under Section 6.013. |
|---|
| 21 | 21 | | (c) The consortium is composed of representatives from: |
|---|
| 22 | 22 | | (1) the board; |
|---|
| 23 | 23 | | (2) the commission; |
|---|
| 24 | 24 | | (3) the United States Department of Agriculture; |
|---|
| 25 | 25 | | (4) the Texas Rural Water Association; |
|---|
| 26 | 26 | | (5) counties, including at least one representative |
|---|
| 27 | 27 | | from a county with a population of 100,000 or less; |
|---|
| 28 | 28 | | (6) providers of technical assistance; and |
|---|
| 29 | 29 | | (7) corporate and philanthropic interests. |
|---|
| 30 | 30 | | (d) The consortium shall meet at least once a year to: |
|---|
| 31 | 31 | | (1) assess ongoing efforts to develop and expand the |
|---|
| 32 | 32 | | provision of technical assistance regarding water infrastructure |
|---|
| 33 | 33 | | and water supply in the state; and |
|---|
| 34 | 34 | | (2) make recommendations to the board to facilitate |
|---|
| 35 | 35 | | the development and expansion of the state's water technical |
|---|
| 36 | 36 | | assistance capacity with an emphasis on the provision of water |
|---|
| 37 | 37 | | technical assistance regarding water infrastructure and water |
|---|
| 38 | 38 | | supply to small, rural, or disadvantaged communities. |
|---|
| 39 | 39 | | SECTION 2. This Act takes effect September 1, 2023. |
