| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 40.026, Human Resources Code, is amended |
|---|
| 9 | 9 | | by adding Subsection (d) to read as follows: |
|---|
| 10 | 10 | | (d) For each open meeting of the council, the department |
|---|
| 11 | 11 | | shall: |
|---|
| 12 | 12 | | (1) broadcast over the Internet live video and audio |
|---|
| 13 | 13 | | of the meeting and provide access to the broadcast on the |
|---|
| 14 | 14 | | department's Internet website; or |
|---|
| 15 | 15 | | (2) not later than the end of the second business day |
|---|
| 16 | 16 | | after the day a meeting is held, make available through the |
|---|
| 17 | 17 | | department's Internet website archived video and audio of the |
|---|
| 18 | 18 | | meeting until the second anniversary of the date the archived video |
|---|
| 19 | 19 | | and audio was first made available on the website. |
|---|
| 20 | 20 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 21 | 21 | | a Family and Protective Services Council meeting held on or after |
|---|
| 22 | 22 | | the effective date of this Act. A meeting held before the effective |
|---|
| 23 | 23 | | date of this Act is governed by the law in effect on the date of the |
|---|
| 24 | 24 | | meeting, and the former law is continued in effect for that purpose. |

| 25 | 25 | | SECTION 3. This Act takes effect September 1, 2023. |
