| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 130.168, Education Code, is amended to |

| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 130.168. BLINN JUNIOR COLLEGE DISTRICT SERVICE AREA. |
|---|
| 12 | 12 | | The service area of the Blinn College District includes the |
|---|
| 13 | 13 | | territory within: |
|---|
| 14 | 14 | | (1) Washington, Burleson, Brazos, Madison, Grimes, |
|---|
| 15 | 15 | | and Waller Counties [counties]; |
|---|
| 16 | 16 | | (2) the Mumford, Hearne, and Franklin Independent |
|---|
| 17 | 17 | | School Districts [independent school districts] located in |
|---|
| 18 | 18 | | Robertson County; |
|---|
| 19 | 19 | | (3) Austin County, other than the territory within the |
|---|
| 20 | 20 | | Wallis-Orchard Independent School District; |
|---|
| 21 | 21 | | (4) the Milano and Gause Independent School Districts |
|---|
| 22 | 22 | | [independent school districts] located in Milam County; |
|---|
| 23 | 23 | | (5) the part of the Richards Independent School |
|---|
| 24 | 24 | | District that is located in Walker and Montgomery Counties |

| 25 | 25 | | [counties]; |

| 37 | 37 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 38 | 38 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 39 | 39 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 40 | 40 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 41 | 41 | | Act takes effect September 1, 2023. |
