66 AN ACT
77 relating to the production by the Texas Commission on Environmental
88 Quality of an annual report on public drinking water supply
99 systems.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 341.0315, Health and Safety Code, is
1212 amended by adding Subsections (f) and (g) to read as follows:
1313 (f) The commission shall produce an annual report on public
1414 drinking water supply systems in this state. The commission shall
1515 deliver the report to the legislature not later than September 1 of
1616 each year. The report must include:
1717 (1) for the year preceding the production of the
1818 report:
1919 (A) an analysis of noteworthy events that
2020 affected public drinking water supply systems and the consequences
2121 of those events; and
2222 (B) a summary of challenges experienced by public
2323 drinking water supply systems and any vulnerabilities or system
2424 failures that were exposed;
2525 (2) projected:
2626 (A) changes in the physical condition of public
2727 drinking water supply systems, including expected wear and tear on
2828 the systems; and
2929 (B) effects of population increases on the
3030 performance of public drinking water supply systems; and
3131 (3) recommendations for preventing unplanned downtime
3232 for public drinking water supply systems in times of disaster.
3333 (g) The commission may cooperate with other state agencies,
3434 political subdivisions, and public drinking water supply systems as
3535 necessary to produce the report required under Subsection (f).
3636 SECTION 2. The Texas Commission on Environmental Quality
3737 shall provide to the legislature the first report required by
3838 Section 341.0315(f), Health and Safety Code, as added by this Act,
3939 not later than September 1, 2024.
4040 SECTION 3. This Act takes effect September 1, 2023.
