55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the requirements for a public junior college to receive
88 approval from the Texas Higher Education Coordinating Board to
99 offer a baccalaureate degree program.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 130.307(b), Education Code, is amended
1212 to read as follows:
1313 (b) A [Except as provided by Subsection (b-1), a] public
1414 junior college may offer a baccalaureate degree program under this
1515 subchapter only if its junior college district[:
1616 [(1) had a taxable property valuation amount of not
1717 less than $6 billion in the preceding year; and
1818 [(2)] received a positive assessment of the overall
1919 financial health of the district as reported by the coordinating
2020 board.
2121 SECTION 2. Section 130.307(b-1), Education Code, is
2222 repealed.
2323 SECTION 3. This Act takes effect immediately if it receives
2424 a vote of two-thirds of all the members elected to each house, as
2525 provided by Section 39, Article III, Texas Constitution. If this
2626 Act does not receive the vote necessary for immediate effect, this
2727 Act takes effect September 1, 2023.
