| 7 | 7 | | relating to the purchase of periodicals by state agencies and |

| 8 | 8 | | certain state officers and to prohibiting state agencies from |
|---|
| 9 | 9 | | providing financial support to the news media. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 2113.107, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (h) to read as follows: |
|---|
| 13 | 13 | | (h) In this subsection, "state agency" includes the |
|---|
| 14 | 14 | | legislature and an agency in the legislative branch of state |
|---|
| 15 | 15 | | government. Except as provided by this subsection, a state agency |
|---|
| 16 | 16 | | may not use appropriated money to purchase a periodical. A member |
|---|
| 17 | 17 | | of the legislature may purchase one subscription to each periodical |
|---|
| 18 | 18 | | that is published in the district the member represents. A state |
|---|
| 19 | 19 | | officer who is elected in a statewide election may purchase one |
|---|
| 20 | 20 | | subscription to each periodical that is published in this state. |
|---|
| 21 | 21 | | This subsection does not apply to a purchase for or by a state |
|---|
| 22 | 22 | | museum, a state library or archive, or an institution of higher |
|---|
| 23 | 23 | | education library. |

| 24 | 24 | | SECTION 2. Subchapter C, Chapter 2113, Government Code, is |
|---|
| 25 | 25 | | amended by adding Section 2113.108 to read as follows: |
|---|
| 26 | 26 | | Sec. 2113.108. NEWS MEDIA. Except as provided by Section |
|---|
| 27 | 27 | | 2113.107(h), a state agency may not use appropriated money to |
|---|
| 28 | 28 | | sponsor, partner with, donate to, or otherwise provide financial |
|---|
| 29 | 29 | | support to any news media. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2023. |
