55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the purchase of periodicals by state agencies and
88 certain state officers and to prohibiting state agencies from
99 providing financial support to the news media.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 2113.107, Government Code, is amended by
1212 adding Subsection (h) to read as follows:
1313 (h) In this subsection, "state agency" includes the
1414 legislature and an agency in the legislative branch of state
1515 government. Except as provided by this subsection, a state agency
1616 may not use appropriated money to purchase a periodical. A member
1717 of the legislature may purchase one subscription to each periodical
1818 that is published in the district the member represents. A state
1919 officer who is elected in a statewide election may purchase one
2020 subscription to each periodical that is published in this state.
2121 This subsection does not apply to a purchase for or by a state
2222 museum, a state library or archive, or an institution of higher
2323 education library.
2424 SECTION 2. Subchapter C, Chapter 2113, Government Code, is
2525 amended by adding Section 2113.108 to read as follows:
2626 Sec. 2113.108. NEWS MEDIA. Except as provided by Section
2727 2113.107(h), a state agency may not use appropriated money to
2828 sponsor, partner with, donate to, or otherwise provide financial
2929 support to any news media.
3030 SECTION 3. This Act takes effect September 1, 2023.
