| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter D, Chapter 681, Business & Commerce |
|---|
| 11 | 11 | | Code, is amended by adding Section 681.180 to read as follows: |
|---|
| 12 | 12 | | Sec. 681.180. CITY OF COTULLA OR DESIGNEE. The City of |
|---|
| 13 | 13 | | Cotulla, or a corporation organized under the laws of this state and |
|---|
| 14 | 14 | | designated by the City of Cotulla, may apply for and accept a grant |
|---|
| 15 | 15 | | of authority to establish, operate, and maintain: |
|---|
| 16 | 16 | | (1) a foreign trade zone in the city of Cotulla, which |
|---|
| 17 | 17 | | may include: |
|---|
| 18 | 18 | | (A) land inside the boundaries of the Cotulla-La |
|---|
| 19 | 19 | | Salle County Airport; and |
|---|
| 20 | 20 | | (B) private industrial land adjacent to the |
|---|
| 21 | 21 | | airport; and |
|---|
| 22 | 22 | | (2) other subzones. |

| 23 | 23 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect September 1, 2023. |
