| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter B, Chapter 531, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 531.021483 to read as follows: |
|---|
| 13 | 13 | | Sec. 531.021483. PUBLIC OUTREACH CAMPAIGN FOR MIXED-STATUS |
|---|
| 14 | 14 | | FAMILIES ON MEDICAID AND CHILD HEALTH PLAN PROGRAM ELIGIBILITY. |
|---|
| 15 | 15 | | (a) In this section, "mixed-status family" means a family in which |
|---|
| 16 | 16 | | one or more members is not a citizen or national of the United |
|---|
| 17 | 17 | | States and one or more members is a citizen or national of the |
|---|
| 18 | 18 | | United States. |
|---|
| 19 | 19 | | (b) The commission shall conduct a public outreach and |
|---|
| 20 | 20 | | education campaign designed to educate and inform mixed-status |
|---|
| 21 | 21 | | families about eligibility requirements under Medicaid and the |
|---|
| 22 | 22 | | child health plan program. The campaign must: |
|---|
| 23 | 23 | | (1) clearly explain the programs' eligibility |
|---|
| 24 | 24 | | requirements relating to residency and citizenship status, |
|---|
| 25 | 25 | | including the programs' eligibility requirements for citizens, |
|---|
| 26 | 26 | | qualified aliens, and lawful permanent residents; |
|---|
| 27 | 27 | | (2) inform individuals that a child's receipt of |
|---|
| 28 | 28 | | benefits under a program will not affect the immigration status of |
|---|
| 29 | 29 | | the child's parent; |
|---|
| 30 | 30 | | (3) be tailored to the population targeted by the |
|---|
| 31 | 31 | | campaign, including by providing information in English and Spanish |
|---|
| 32 | 32 | | or another language spoken by the majority of the targeted |
|---|
| 33 | 33 | | population; and |
|---|
| 34 | 34 | | (4) be disseminated through methods designed to reach |
|---|
| 35 | 35 | | the targeted population, including by: |
|---|
| 36 | 36 | | (A) distributing information and providing |
|---|
| 37 | 37 | | presentations at health fairs; and |
|---|
| 38 | 38 | | (B) working with relevant organizations or |
|---|
| 39 | 39 | | groups, including community clinics. |
|---|
| 40 | 40 | | (c) To support the campaign conducted under this section, |
|---|
| 41 | 41 | | the commission shall develop informational material about Medicaid |
|---|
| 42 | 42 | | and child health plan program eligibility criteria relating to |
|---|
| 43 | 43 | | residency and citizenship status that is: |
|---|
| 44 | 44 | | (1) up-to-date; |
|---|
| 45 | 45 | | (2) clear and easy to understand; and |
|---|
| 46 | 46 | | (3) made available in English and Spanish or another |
|---|
| 47 | 47 | | language spoken by the majority of a targeted population. |
|---|
| 48 | 48 | | SECTION 2. This Act takes effect September 1, 2023. |
