55 relating to the sourcing, marketing, and sale of certain license

77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 504.851(i), Transportation Code, is
99 amended to read as follows:
1010 (i) A contract entered into by the department with a private
1111 vendor under this section:
1212 (1) must comply with any law generally applicable to a
1313 contract for services entered into by the department;
1414 (2) must require the private vendor to render at least
1515 quarterly to the department periodic accounts that accurately
1616 detail all material transactions, including information reasonably
1717 required by the department to support fees that are collected by the
1818 vendor, and to regularly remit all money payable to the department
1919 under the contract; [and]
2020 (3) may allow or require the private vendor to
2121 establish an electronic infrastructure coordinated and compatible
2222 with the department's registration system, by which motor vehicle
2323 owners may electronically send and receive applications, other
2424 documents, or required payments, and that, when secure access is
2525 necessary, can be electronically validated by the department; and
2626 (4) must allow for the establishment of a range of
2727 premium embossed specialty license plates to be sourced, marketed,
2828 and sold by the vendor.
2929 SECTION 2. This Act takes effect September 1, 2023.
