55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to renaming the Texas Natural Resources Information System
88 as the Texas Geographic Information Office and the duties of
99 certain officers of that entity.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 16.017(b), Water Code, is amended to
1212 read as follows:
1313 (b) The executive administrator shall operate as part of the
1414 Texas Geographic Information Office [Natural Resources Information
1515 System] a strategic mapping program to acquire, store, and
1616 distribute digital, geospatial information.
1717 SECTION 2. The heading to Section 16.021, Water Code, is
1818 amended to read as follows:
1919 Sec. 16.021. TEXAS GEOGRAPHIC INFORMATION OFFICE [NATURAL
2020 RESOURCES INFORMATION SYSTEM].
2121 SECTION 3. Sections 16.021(a), (b), (c), and (e), Water
2222 Code, are amended to read as follows:
2323 (a) The executive administrator shall establish the Texas
2424 Geographic Information Office [Natural Resources Information
2525 System (TNRIS)] to serve Texas agencies and citizens as a
2626 centralized clearinghouse and referral center for:
2727 (1) natural resource data;
2828 (2) census data;
2929 (3) data related to emergency management; and
3030 (4) other socioeconomic data.
3131 (b) The executive administrator may, on behalf of the Texas
3232 Geographic Information Office [TNRIS], enter into partnerships
3333 with private entities to provide additional funding for improved
3434 access to Texas Geographic Information Office [TNRIS] information.
3535 The board shall adopt administrative rules to describe the process
3636 of establishing partnerships, define the types of partnerships that
3737 may be formed, establish the fee collection process, and define the
3838 nondiscriminatory methods used to determine which private entities
3939 may enter into partnerships. Any process developed by the board
4040 must comply with all applicable laws regarding ethics, purchasing,
4141 and contracts.
4242 (c) The executive administrator shall designate the deputy
4343 executive administrator [director] of the Texas Geographic
4444 Information Office [Natural Resources Information System] to serve
4545 as the state geographic information officer. The state geographic
4646 information officer shall:
4747 (1) coordinate the acquisition and use of
4848 high-priority imagery and data sets;
4949 (2) establish, support, and disseminate authoritative
5050 statewide geographic data sets;
5151 (3) support geographic data needs of emergency
5252 management responders during emergencies;
5353 (4) monitor trends in geographic information
5454 technology; and
5555 (5) support public access to state geographic data and
5656 resources.
5757 (e) The executive administrator shall:
5858 (1) further develop the Texas Geographic Information
5959 Office [Natural Resources Information System] by promoting and
6060 providing for effective acquisition, archiving, documentation,
6161 indexing, and dissemination of natural resource and related digital
6262 and nondigital data and information;
6363 (2) obtain information in response to disagreements
6464 regarding names and name spellings for natural and cultural
6565 features in the state and provide this information to the Board on
6666 Geographic Names of the United States Department of the Interior;
6767 (3) make recommendations to the Board on Geographic
6868 Names of the United States Department of the Interior for naming any
6969 natural or cultural feature subject to the limitations provided by
7070 Subsection (f);
7171 (4) make recommendations to the Department of
7272 Information Resources to adopt and promote standards that
7373 facilitate sharing of digital natural resource data and related
7474 socioeconomic data among federal, state, and local governments and
7575 other interested parties;
7676 (5) acquire and disseminate natural resource and
7777 related socioeconomic data describing the Texas-Mexico border
7878 region; and
7979 (6) coordinate, conduct, and facilitate the
8080 development, maintenance, and use of mutually compatible statewide
8181 digital base maps depicting natural resources and man-made
8282 features.
8383 SECTION 4. Section 16.023(b), Water Code, is amended to
8484 read as follows:
8585 (b) The account may be appropriated only to the board to:
8686 (1) develop, administer, and implement the strategic
8787 mapping program;
8888 (2) provide grants to political subdivisions for
8989 projects related to the development, use, and dissemination of
9090 digital, geospatial information; and
9191 (3) administer, implement, and operate other programs
9292 of the Texas Geographic Information Office [Natural Resources
9393 Information System], including:
9494 (A) the operation of a Texas-Mexico border region
9595 information center for the purpose of implementing Section
9696 16.021(e)(5);
9797 (B) the acquisition, storage, and distribution
9898 of historical maps, photographs, and paper map products;
9999 (C) the maintenance and enhancement of
100100 information technology; and
101101 (D) the production, storage, and distribution of
102102 other digital base maps, as determined by the executive
103103 administrator.
104104 SECTION 5. This Act takes effect September 1, 2023.
