| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Chapter 411, Government Code, is amended by |
|---|
| 9 | 9 | | adding Subchapter S to read as follows: |
|---|
| 10 | 10 | | SUBCHAPTER S. TEXAS SCHOOL PATROL |
|---|
| 11 | 11 | | Sec. 411.534. COMPOSITION. The Texas School Patrol is a |
|---|
| 12 | 12 | | division of the department consisting of the chief school patrol |
|---|
| 13 | 13 | | officer, the number of captains, sergeants, and privates authorized |
|---|
| 14 | 14 | | by the legislature, and administrative and clerical help as the |
|---|
| 15 | 15 | | commission determines. A person's literary attainment does not |
|---|
| 16 | 16 | | preclude the person's appointment as a private if the person is |
|---|
| 17 | 17 | | otherwise qualified. The chief school patrol officer is the |
|---|
| 18 | 18 | | executive officer of the school patrol. Officers are entitled to |
|---|
| 19 | 19 | | compensation as provided by the legislature. |
|---|
| 20 | 20 | | Sec. 411.535. POWERS AND DUTIES OF OFFICERS. The Texas |
|---|
| 21 | 21 | | School Patrol shall have at least one officer present at each campus |
|---|
| 22 | 22 | | of every public school and higher education facility in Texas. In |
|---|
| 23 | 23 | | addition to the powers and duties provided by law for the officers, |
|---|
| 24 | 24 | | noncommissioned officers, and enlisted persons of the Texas School |
|---|
| 25 | 25 | | Patrol, they have the powers and authority provided by law for |
|---|
| 26 | 26 | | members of the Texas Rangers force. |
|---|
| 27 | 27 | | Sec. 411.536. CERTAIN EQUIPMENT FOR VEHICLES. The |
|---|
| 28 | 28 | | department shall equip each officer of the Texas School Patrol in |
|---|
| 29 | 29 | | discharging the officers' official duties at public schools with |
|---|
| 30 | 30 | | all the necessary equipment needed to respond to a mass shooting at |
|---|
| 31 | 31 | | an educational institution, including bullet resistant shields. |
|---|
| 32 | 32 | | Sec. 411.537. NECESSARY TRAINING. The Texas School Patrol |
|---|
| 33 | 33 | | shall coordinate training with local law enforcement officials |
|---|
| 34 | 34 | | concerning emergency response to mass shootings at educational |
|---|
| 35 | 35 | | institutions in Texas. |
|---|
| 36 | 36 | | SECTION 2. Except as otherwise provided by this Act, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2023. |
