66 relating to the creation of the Texas School Patrol.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Chapter 411, Government Code, is amended by
99 adding Subchapter S to read as follows:
1010 SUBCHAPTER S. TEXAS SCHOOL PATROL
1111 Sec. 411.534. COMPOSITION. The Texas School Patrol is a
1212 division of the department consisting of the chief school patrol
1313 officer, the number of captains, sergeants, and privates authorized
1414 by the legislature, and administrative and clerical help as the
1515 commission determines. A person's literary attainment does not
1616 preclude the person's appointment as a private if the person is
1717 otherwise qualified. The chief school patrol officer is the
1818 executive officer of the school patrol. Officers are entitled to
1919 compensation as provided by the legislature.
2020 Sec. 411.535. POWERS AND DUTIES OF OFFICERS. The Texas
2121 School Patrol shall have at least one officer present at each campus
2222 of every public school and higher education facility in Texas. In
2323 addition to the powers and duties provided by law for the officers,
2424 noncommissioned officers, and enlisted persons of the Texas School
2525 Patrol, they have the powers and authority provided by law for
2626 members of the Texas Rangers force.
2727 Sec. 411.536. CERTAIN EQUIPMENT FOR VEHICLES. The
2828 department shall equip each officer of the Texas School Patrol in
2929 discharging the officers' official duties at public schools with
3030 all the necessary equipment needed to respond to a mass shooting at
3131 an educational institution, including bullet resistant shields.
3232 Sec. 411.537. NECESSARY TRAINING. The Texas School Patrol
3333 shall coordinate training with local law enforcement officials
3434 concerning emergency response to mass shootings at educational
3535 institutions in Texas.
3636 SECTION 2. Except as otherwise provided by this Act, this
3737 Act takes effect September 1, 2023.
