| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Subchapter N, Chapter 411, Government Code, is |
|---|
| 9 | 9 | | amended by adding Section 411.404 to read as follows: |
|---|
| 10 | 10 | | Sec. 411.404. RADIO INTEROPERABILITY IN COUNTIES AFFECTED |
|---|
| 11 | 11 | | BY OPERATION LONE STAR. In any county impacted by or adjacent to |
|---|
| 12 | 12 | | Operation Lone Star, the department shall ensure that all public |
|---|
| 13 | 13 | | safety entities have emergency radio infrastructure that allows |
|---|
| 14 | 14 | | inter operable communication between all other public safety |
|---|
| 15 | 15 | | entities, including communication between different types of |
|---|
| 16 | 16 | | public safety agencies. |
|---|
| 17 | 17 | | SECTION 2. Subchapter A, Chapter 411, Government Code, is |
|---|
| 18 | 18 | | amended by adding Section 411.2098 to read as follows: |
|---|
| 19 | 19 | | Sec. 411.2098. MASS SHOOTING TRAINING. The department |
|---|
| 20 | 20 | | shall establish a process to train public safety entities including |
|---|
| 21 | 21 | | local law enforcement entities in response to a mass shooting |
|---|
| 22 | 22 | | event. The training must include the following: |
|---|
| 23 | 23 | | (1) protection of students in a mass shooting event at |
|---|
| 24 | 24 | | a school; |
|---|
| 25 | 25 | | (2) emergency medical response training in minimizing |
|---|
| 26 | 26 | | gun violence casualties; |
|---|
| 27 | 27 | | (3) tactics for denying an intruder entry into a |
|---|
| 28 | 28 | | classroom or school facility; and |
|---|
| 29 | 29 | | (4) the chain of command of command during a mass |
|---|
| 30 | 30 | | shooting event. |
|---|
| 31 | 31 | | SECTION 3. Except as otherwise provided by this Act, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2023. |
