55 relating to the Texas Child Mental Health Care Consortium.
66 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
77 SECTION 1. Section 113.0052, Health and Safety Code, is
88 amended to read as follows:
99 Sec. 113.0052. COMPOSITION. The consortium is composed
1010 of:
1111 (1) the following health-related institutions of
1212 higher education:
1313 (A) Baylor College of Medicine;
1414 (B) Texas A&M University System Health Science
1515 Center;
1616 (C) Texas Tech University Health Sciences
1717 Center;
1818 (D) Texas Tech University Health Sciences Center
1919 at El Paso;
2020 (E) University of North Texas Health Science
2121 Center at Fort Worth;
2222 (F) The Dell Medical School at The University of
2323 Texas at Austin;
2424 (G) [The University of Texas M.D. Anderson Cancer
2525 Center;
2626 [(H)] The University of Texas Medical Branch at
2727 Galveston;
2828 (H) [(I)] The University of Texas Health Science
2929 Center at Houston;
3030 (I) [(J)] The University of Texas Health Science
3131 Center at San Antonio;
3232 (J) [(K)] The University of Texas Rio Grande
3333 Valley School of Medicine;
3434 (K) [(L)] The University of Texas Health Science
3535 Center at Tyler; and
3636 (L) [(M)] The University of Texas Southwestern
3737 Medical Center;
3838 (2) the commission;
3939 (3) the Texas Higher Education Coordinating Board;
4040 (4) three nonprofit organizations that focus on mental
4141 health care, designated by a majority of the members described by
4242 Subdivision (1); [and]
4343 (5) each regional education service center
4444 established under Chapter 8, Education Code, that the executive
4545 commissioner identifies as a center predominately serving school
4646 districts classified as rural by the National Center for Education
4747 Statistics of the United States Department of Education; and
4848 (6) any other entity that the executive committee
4949 considers necessary.
5050 SECTION 2. Section 113.0101(a), Health and Safety Code, is
5151 amended to read as follows:
5252 (a) The consortium is governed by an executive committee
5353 composed of the following members:
5454 (1) the chair of the academic department of psychiatry
5555 of each of the health-related institutions of higher education
5656 listed in Section 113.0052(1) or a licensed psychiatrist, including
5757 a child-adolescent psychiatrist, designated by the chair to serve
5858 in the chair's place;
5959 (2) a representative of the commission with expertise
6060 in the delivery of mental health care services, appointed by the
6161 executive commissioner;
6262 (3) a representative of the commission with expertise
6363 in mental health facilities, appointed by the executive
6464 commissioner;
6565 (4) a representative of the Texas Higher Education
6666 Coordinating Board, appointed by the commissioner of the
6767 coordinating board;
6868 (5) a representative of each nonprofit organization
6969 described by Section 113.0052(4) that is part of the consortium,
7070 designated by a majority of the members described by Subdivision
7171 (1);
7272 (6) a representative of a hospital system in this
7373 state, designated by a majority of the members described by
7474 Subdivision (1); [and]
7575 (7) a representative selected from among the regional
7676 education service centers described by Section 113.0052(5),
7777 appointed by the executive commissioner; and
7878 (8) any other representative designated:
7979 (A) under Subsection (b); or
8080 (B) by a majority of the members described by
8181 Subdivision (1) at the request of the executive committee.
8282 SECTION 3. Section 113.0102, Health and Safety Code, is
8383 amended to read as follows:
8484 Sec. 113.0102. TERMS; VACANCY. (a) Except as provided by
8585 Subsection (b), the executive committee shall establish:
8686 (1) the terms of executive committee members; and
8787 (2) procedures for the reappointment of members.
8888 (b) An executive committee member described by Section
8989 113.0101(a)(7) serves a two-year term and is eligible for
9090 reappointment.
9191 (c) A vacancy on the executive committee shall be filled in
9292 the same manner as the original appointment.
9393 SECTION 4. This Act takes effect September 1, 2023.
