55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to tuition and fee exemptions at public institutions of
88 higher education for certain correctional officers and jailers.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 54.3531(a), Education Code, is amended
1111 to read as follows:
1212 (a) The governing board of an institution of higher
1313 education shall exempt from the payment of tuition and laboratory
1414 fees charged by the institution for a criminal justice or law
1515 enforcement course or courses an undergraduate student who:
1616 (1) is employed as a peace officer, correctional
1717 officer, or jailer by this state or by a political subdivision of
1818 this state;
1919 (2) is enrolled in a criminal justice or law
2020 enforcement-related degree program at the institution;
2121 (3) is making satisfactory academic progress toward
2222 the student's degree as determined by the institution; and
2323 (4) applies for the exemption at least one week before
2424 the last date of the institution's regular registration period for
2525 the applicable semester or other term.
2626 SECTION 2. Section 54.3531, Education Code, as amended by
2727 this Act, applies beginning with tuition and fees charged for the
2828 2023 fall semester. Tuition and fees charged for an academic
2929 period before that semester are governed by the law in effect
3030 immediately before the effective date of this Act, and the former
3131 law is continued in effect for that purpose.
3232 SECTION 3. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2023.
