66 AN ACT
77 relating to a study and report by the Texas A&M Transportation
88 Institute on replacing buyer's temporary tags with permanent
99 license plates.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. DEFINITION. In this Act, "buyer's temporary
1212 tag" means a buyer's temporary tag issued under Section 503.063,
1313 Transportation Code.
1414 SECTION 2. STUDY AND REPORT. (a) The Texas A&M
1515 Transportation Institute shall conduct a study on replacing buyer's
1616 temporary tags with permanent license plates.
1717 (b) The study must:
1818 (1) evaluate the feasibility of authorizing:
1919 (A) a dealer to issue permanent license plates to
2020 a buyer at the time of the sale of a motor vehicle, including for a
2121 vehicle sale taking place on the Internet; and
2222 (B) the use of license plates issued at the
2323 initial retail sale of a motor vehicle in this state by the initial
2424 owner and all subsequent owners of the vehicle for the life of the
2525 vehicle in this state; and
2626 (2) estimate the financial and any other benefits to
2727 this state of the proposals described in Subdivision (1) of this
2828 subsection, including any anticipated reduction in:
2929 (A) fraud related to the current system for
3030 issuing buyer's temporary tags; and
3131 (B) costs to all levels of government in this
3232 state of:
3333 (i) the current system for issuing buyer's
3434 temporary tags; and
3535 (ii) the current requirement that new
3636 permanent license plates be issued for a motor vehicle for each
3737 retail sale of the vehicle.
3838 (c) Not later than November 1, 2024, the Texas A&M
3939 Transportation Institute shall submit to the governor, the
4040 lieutenant governor, and the legislature a report on the results of
4141 the study conducted under this section.
4242 SECTION 3. EXPIRATION. This Act expires January 1, 2025.
4343 SECTION 4. EFFECTIVE DATE. This Act takes effect September
4444 1, 2023.
