44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, 19 school children were murdered and two teachers at
66 Robb Elementary in Uvalde, Texas on May 24, 2022, and
77 WHEREAS, hundreds of law enforcement officials, including at
88 least 91 Department of Public Safety (DPS) troopers and rangers,
99 waited 77 minutes before ending the slaughter of innocence while
1010 children and teachers bled out on the floor of their classroom; and
1111 WHEREAS, the failure to intercede on behalf of the injured
1212 and mortally wounded may have led to the death of several children
1313 and, at least, one teacher, and exacerbated the wounds of other
1414 victims; and
1515 WHEREAS, the failure on behalf of the law enforcement
1616 officials, including DPS employees, to adequately and efficiently
1717 care for the wounded may have further aggravated the injuries and
1818 suffering of the victims; now, therefore, be it
1919 RESOLVED, by the Legislature of the State of Texas, That a
2020 student or teacher injured or killed during the attack on Robb
2121 Elementary on May 24, 2022, with a claim based on the conduct or
2222 negligence of a state employee is granted permission to sue the
2323 State of Texas and any of its agencies, departments, bureaus,
2424 boards, commissions, offices, councils, courts, and institutions
2525 of higher education subject to Chapter 107, Civil Practice and
2626 Remedies Code, for damages authorized by law.
