59 SENATE CONCURRENT RESOLUTION
610 WHEREAS, An independent United States Supreme Court is an
711 essential element of America's system of checks and balances that
812 protects our constitutional rights; and
913 WHEREAS, For more than 150 years, the U.S. Supreme Court has
1014 been composed of nine justices; and
1115 WHEREAS, The president and congress should be prohibited from
1216 undermining the independence of the court by changing the number of
1317 appointed justices; now, therefore, be it
1418 RESOLVED, That the 88th Legislature of the State of Texas
1519 hereby respectfully urge the Congress of the United States to
1620 propose and submit to the states for ratification the "Keep Nine"
1721 amendment to the United States Constitution, stating that "The
1822 Supreme Court of the United States shall be composed of nine
1923 justices"; and, be it further
2024 RESOLVED, That the Texas secretary of state forward official
2125 copies of this resolution to the president of the United States, to
2226 the president of the Senate and the speaker of the House of
2327 Representatives of the United States Congress, and to all the
2428 members of the Texas delegation to Congress with the request that
2529 this resolution be entered in the Congressional Record as a
2630 memorial to the Congress of the United States of America.
