54 SENATE CONCURRENT RESOLUTION
65 WHEREAS, The National Life Monument celebrates the miracle of
76 life and the women at the center of that miracle; and
87 WHEREAS, Sculpted by artist Timothy Schmalz, the bronze
98 sculpture depicts a mother with an unborn child cradled in a
109 world-shaped womb; and
1110 WHEREAS, The eight-foot bronze statue was permanently
1211 installed at the Church of San Marcello al Corso in Rome in May
1312 2022, and after a tour of the U.S., the original Life Monument was
1413 installed at the Theological College in Washington, D.C.; and
1514 WHEREAS, Under Chapter 443, Government Code, and rules of the
1615 State Preservation Board, a portion of the north Capitol grounds is
1716 available for new monuments, subject to legislative approval,
1817 specified procedural requirements, the provision of funding from
1918 private donors, conformity to certain size and design limitations
2019 and parameters, and completion on a timely basis; and
2120 WHEREAS, A replica of the monument on the Capitol grounds
2221 would provide a communal place for Texans to celebrate the beauty of
2322 human life; now, therefore, be it
2423 RESOLVED, That the 88th Legislature of the State of Texas
2524 hereby authorize the State Preservation Board, subject to state law
2625 and rules of the board, to approve the construction of a replica of
2726 the National Life Monument at the State Capitol Complex, at a site
2827 outside of the historic Capitol grounds; and, be it further
2928 RESOLVED, That the Texas secretary of state forward an
3029 official copy of this resolution to the executive director of the
3130 State Preservation Board.
