5	4		SENATE CONCURRENT RESOLUTION
6	5		WHEREAS, The National Life Monument celebrates the miracle of
7	6		life and the women at the center of that miracle; and
8	7		WHEREAS, Sculpted by artist Timothy Schmalz, the bronze
9	8		sculpture depicts a mother with an unborn child cradled in a
10	9		world-shaped womb; and
11	10		WHEREAS, The eight-foot bronze statue was permanently
12	11		installed at the Church of San Marcello al Corso in Rome in May
13	12		2022, and after a tour of the U.S., the original Life Monument was
14	13		installed at the Theological College in Washington, D.C.; and
15	14		WHEREAS, Under Chapter 443, Government Code, and rules of the
16	15		State Preservation Board, a portion of the north Capitol grounds is
17	16		available for new monuments, subject to legislative approval,
18	17		specified procedural requirements, the provision of funding from
19	18		private donors, conformity to certain size and design limitations
20	19		and parameters, and completion on a timely basis; and
21	20		WHEREAS, A replica of the monument on the Capitol grounds
22	21		would provide a communal place for Texans to celebrate the beauty of
23	22		human life; now, therefore, be it
24	23		RESOLVED, That the 88th Legislature of the State of Texas
25	24		hereby authorize the State Preservation Board, subject to state law
26	25		and rules of the board, to approve the construction of a replica of
27	26		the National Life Monument at the State Capitol Complex, at a site
28	27		outside of the historic Capitol grounds; and, be it further
29	28		RESOLVED, That the Texas secretary of state forward an
30	29		official copy of this resolution to the executive director of the
31	30		State Preservation Board.
