55 CONCURRENT RESOLUTION
66 WHEREAS, The American Academy of Pediatrics, American
77 Medical Association, and Children's Hospital Association wrote a
88 letter to the United States Attorney General on October 3, 2022,
99 requesting a Department of Justice investigation of organizations,
1010 individuals, and entities that advocate against what they term
1111 "gender-affirming health care"; and
1212 WHEREAS, "Gender-affirming care" is an unconscionable
1313 misnomer for the abhorrent practice of genital mutilation and the
1414 administration of puberty blockers to children who can not even
1515 legally smoke cigarettes; such "care" leads to irreparable harm,
1616 psychological damage, and a lifetime of trauma; and
1717 WHEREAS, The defenders of "gender-affirming" treatment wish
1818 to silence the voices of those who have undergone gender
1919 transitions and are left with immense, debilitating regret; they
2020 ignore that other countries have examined the issue of whether
2121 minors can adequately understand and properly consent to
2222 "gender-affirming care"; in a landmark 2020 High Court decision in
2323 the United Kingdom, the court ruled that the capacity to legally
2424 consent to taking puberty blockers was "highly unlikely" for
2525 13-year-olds and "doubtful" for 14- and 15-year-olds;
2626 consequently, the use of puberty blockers was suspended for
2727 children under the age of 16; and
2828 WHEREAS, In July 2022, the U.S. Food and Drug Administration
2929 issued a warning regarding gonadotropin-releasing hormone
3030 agonists, commonly known as puberty blockers; the FDA identified a
3131 plausible association between GnRH agonist use and pseudotumor
3232 cerebri, also known as idiopathic intracranial hypertension, which
3333 occurs when pressure inside the skull spontaneously increases; the
3434 condition can cause brain swelling, severe headaches, nausea,
3535 double vision, and even permanent vision loss, according to the
3636 Mayo Clinic; and
3737 WHEREAS, "Gender-affirming care" is a dangerous practice
3838 that destroys lives, and those who would suppress opposition to
3939 such treatment are deserving of the harshest censure; now,
4040 therefore, be it
4141 RESOLVED, That the 88th Legislature of the State of Texas
4242 hereby express support for ending "gender-affirming care" and
4343 condemn the American Academy of Pediatrics, American Medical
4444 Association, and Children's Hospital Association for their attempt
4545 to suppress objections to such treatment.
