5 | 5 | | WHEREAS, The Legislature of the State of Texas is pleased to |

6 | 6 | | recognize Chief Judge Ricardo H. Hinojosa on 40 years of exemplary |
---|
7 | 7 | | service as a judicial official; and |
---|
8 | 8 | | WHEREAS, Ricardo Hinojosa served as chief judge of the United |
---|
9 | 9 | | States District Court for the Southern District of Texas from 2009 |
---|
10 | 10 | | until 2016 and was nominated for federal judgeship by President |
---|
11 | 11 | | Ronald Reagan in April of 1983; and |
---|
12 | 12 | | WHEREAS, The Southern District, one of the Lone Star State's |
---|
13 | 13 | | four federal judicial districts, extends from Houston to Laredo and |
---|
14 | 14 | | is headquartered in Houston; Judge Hinojosa was the 25th judge to |
---|
15 | 15 | | serve the Southern District since its creation in 1902; and |
---|
16 | 16 | | WHEREAS, Ricardo Hinojosa was born in Rio Grande City to |
---|
17 | 17 | | Miguel and Josefina Hinojosa; he was the valedictorian of his |
---|
18 | 18 | | graduating class at Rio Grande City High School, and he went on to |
---|
19 | 19 | | earn his bachelor's degree with honors from The University of Texas |
---|
20 | 20 | | in 1972 before graduating from Harvard Law School in 1975; and |
---|
21 | 21 | | WHEREAS, After earning his law degree, Ricardo Hinojosa |
---|
22 | 22 | | clerked for the Texas Supreme Court for one year and entered private |
---|
23 | 23 | | practice with Ewers and Toothaker Law Firm in McAllen; he went on to |
---|
24 | 24 | | hold the positions of commissioner, acting chair, and chair for the |
---|
25 | 25 | | United States Sentencing Commission, and he taught at The |
---|
26 | 26 | | University of Texas Law School from 2001 through 2003; and |
---|
27 | 27 | | WHEREAS, Highly respected by the residents of the Rio Grande |
---|
28 | 28 | | Valley for his outstanding leadership and his commitment to |
---|
29 | 29 | | justice, Judge Hinojosa gives generously of his time and resources |
---|
30 | 30 | | to serve his community and his judicial district; he was named one |
---|
31 | 31 | | of "America's Top 40 Public Servants" by Management Magazine and |
---|
32 | 32 | | was a member of the advisory group on sentencing for the American |
---|
33 | 33 | | Law Institute's Model Penal Code project; and |
---|
34 | 34 | | WHEREAS, In addition to his dedicated public service, Judge |
---|
35 | 35 | | Hinojosa served as a member of the President's Commission on White |
---|
36 | 36 | | House Fellows and as chairman of the Texas Commission on the |
---|
37 | 37 | | Bicentennial of the United States Constitution; and |
---|
38 | 38 | | WHEREAS, A man of humility, grace, and integrity, Judge |
---|
39 | 39 | | Hinojosa takes pride in upholding the law and protecting and |
---|
40 | 40 | | representing the interests of his community and his state; he |
---|
41 | 41 | | credits his parents, teachers, and mentors for forging his strength |
---|
42 | 42 | | of character and his commitment to service, and he continually |
---|
43 | 43 | | expresses his gratitude for their invaluable lessons; it is truly |
---|
44 | 44 | | fitting that he receive special recognition on his years of |
---|
45 | 45 | | distinguished service to the people of Texas and on his many |
---|
46 | 46 | | contributions to our state's bright future; now, therefore, be it |
---|
47 | 47 | | RESOLVED, That the 88th Legislature of the State of Texas |
---|
48 | 48 | | hereby commend Chief Judge Ricardo H. Hinojosa on 40 years of |
---|
49 | 49 | | exceptional judicial service and extend to him best wishes in all of |
---|
50 | 50 | | his endeavors; and, be it further |
---|
51 | 51 | | RESOLVED, That a copy of this resolution be prepared for him |
---|
52 | 52 | | as an expression of esteem from the Texas Legislature. |
