44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, The Legislature of the State of Texas is pleased to
66 recognize Chief Judge Ricardo H. Hinojosa on 40 years of exemplary
77 service as a judicial official; and
88 WHEREAS, Ricardo Hinojosa served as chief judge of the United
99 States District Court for the Southern District of Texas from 2009
1010 until 2016 and was nominated for federal judgeship by President
1111 Ronald Reagan in April of 1983; and
1212 WHEREAS, The Southern District, one of the Lone Star State's
1313 four federal judicial districts, extends from Houston to Laredo and
1414 is headquartered in Houston; Judge Hinojosa was the 25th judge to
1515 serve the Southern District since its creation in 1902; and
1616 WHEREAS, Ricardo Hinojosa was born in Rio Grande City to
1717 Miguel and Josefina Hinojosa; he was the valedictorian of his
1818 graduating class at Rio Grande City High School, and he went on to
1919 earn his bachelor's degree with honors from The University of Texas
2020 in 1972 before graduating from Harvard Law School in 1975; and
2121 WHEREAS, After earning his law degree, Ricardo Hinojosa
2222 clerked for the Texas Supreme Court for one year and entered private
2323 practice with Ewers and Toothaker Law Firm in McAllen; he went on to
2424 hold the positions of commissioner, acting chair, and chair for the
2525 United States Sentencing Commission, and he taught at The
2626 University of Texas Law School from 2001 through 2003; and
2727 WHEREAS, Highly respected by the residents of the Rio Grande
2828 Valley for his outstanding leadership and his commitment to
2929 justice, Judge Hinojosa gives generously of his time and resources
3030 to serve his community and his judicial district; he was named one
3131 of "America's Top 40 Public Servants" by Management Magazine and
3232 was a member of the advisory group on sentencing for the American
3333 Law Institute's Model Penal Code project; and
3434 WHEREAS, In addition to his dedicated public service, Judge
3535 Hinojosa served as a member of the President's Commission on White
3636 House Fellows and as chairman of the Texas Commission on the
3737 Bicentennial of the United States Constitution; and
3838 WHEREAS, A man of humility, grace, and integrity, Judge
3939 Hinojosa takes pride in upholding the law and protecting and
4040 representing the interests of his community and his state; he
4141 credits his parents, teachers, and mentors for forging his strength
4242 of character and his commitment to service, and he continually
4343 expresses his gratitude for their invaluable lessons; it is truly
4444 fitting that he receive special recognition on his years of
4545 distinguished service to the people of Texas and on his many
4646 contributions to our state's bright future; now, therefore, be it
4747 RESOLVED, That the 88th Legislature of the State of Texas
4848 hereby commend Chief Judge Ricardo H. Hinojosa on 40 years of
4949 exceptional judicial service and extend to him best wishes in all of
5050 his endeavors; and, be it further
5151 RESOLVED, That a copy of this resolution be prepared for him
5252 as an expression of esteem from the Texas Legislature.
