| 6 | 6 | | WHEREAS, School districts in counties along the state's Gulf |

| 7 | 7 | | Coast are subject to greater expenses than their inland |
|---|
| 8 | 8 | | counterparts; and |
|---|
| 9 | 9 | | WHEREAS, Due to their geographical location, districts in |
|---|
| 10 | 10 | | coastal counties are confronted with exceptional costs that are |
|---|
| 11 | 11 | | expected to continue to rise; recent years have seen more frequent |
|---|
| 12 | 12 | | and intense hurricanes and rainfall, leading to significant |
|---|
| 13 | 13 | | expenditures for maintenance, renovations, and repairs; moreover, |
|---|
| 14 | 14 | | insurance premiums are climbing as companies reassess risk in |
|---|
| 15 | 15 | | regions that are particularly vulnerable to extreme weather events; |
|---|
| 16 | 16 | | and |
|---|
| 17 | 17 | | WHEREAS, Currently, the recapture formulas of the public |
|---|
| 18 | 18 | | school finance system do not take into consideration the elevated |
|---|
| 19 | 19 | | expenses borne by school districts in counties along the Gulf |
|---|
| 20 | 20 | | Coast; now, therefore, be it |
|---|
| 21 | 21 | | RESOLVED, That the 88th Legislature of the State of Texas |
|---|
| 22 | 22 | | hereby request that the Lieutenant Governor and the Speaker of the |
|---|
| 23 | 23 | | House of Representatives create a joint interim committee to study |
|---|
| 24 | 24 | | issuance of credit against required recapture payments for Gulf |
|---|
| 25 | 25 | | Coast county school districts with excess facilities costs; and, be |
|---|
| 26 | 26 | | it further |
|---|
| 27 | 27 | | RESOLVED, That the committee submit a full report, including |
|---|
| 28 | 28 | | findings and recommendations, to the 89th Texas Legislature in |
|---|
| 29 | 29 | | January 2025. |
