49 SENATE CONCURRENT RESOLUTION
510 WHEREAS, State law stipulates in Section 2165.256,
611 Government Code, that a person specified in a concurrent resolution
712 adopted by the legislature is eligible for burial in the State
813 Cemetery if the State Cemetery Committee finds that the person has
914 made a significant contribution to Texas history and, based on that
1015 finding, approves the person's burial; and
1116 WHEREAS, Patrick John Nugent, a former executive director of
1217 the Texas Pipeline Association, is a pioneering figure who played a
1318 vital role in improving state infrastructure and whose professional
1419 achievements helped ensure the safety and well-being of countless
1520 Texans, and his request for burial in the State Cemetery merits
1621 approval by the committee; and
1722 WHEREAS, Born on July 9, 1943, Patrick Nugent graduated from
1823 Campion Jesuit High School in 1961 and Marquette University in
1924 1965; he went on to join the Texas Air National Guard, and he served
2025 with the 315th Special Operations Wing in South Vietnam; his honors
2126 include the Distinguished Flying Cross and the Air Medal with two
2227 oak leaf clusters; and
2328 WHEREAS, Following his service with the Texas military,
2429 Mr. Nugent became executive vice president of the LBJ Company, and
2530 he was active on the boards of Texas Commerce Bank and Bank of the
2631 Hills, as well as the Travis County Child Welfare board; he later
2732 embarked on a rewarding career as an assistant director of the
2833 Railroad Commission of Texas; and
2934 WHEREAS, Mr. Nugent was elected executive director of TPA in
3035 1983, and over the course of his tenure, he oversaw numerous
3136 advocacy efforts related to pipeline safety, environmental
3237 regulations, taxation, and legislation; he further distinguished
3338 himself through his 35 years of service as an ex officio member of
3439 the Texas Natural Gas Reliability Council, which provides natural
3540 gas supplies to regions affected by extreme heat or cold; and
3641 WHEREAS, In his retirement, Mr. Nugent continues to benefit
3742 his community as an active member and trustee of Veterans of Foreign
3843 Wars Post No. 856; and
3944 WHEREAS, In light of his noteworthy contributions to the Lone
4045 Star State, it is fitting that Patrick John Nugent be allowed to
4146 designate the State Cemetery as his final resting place; now,
4247 therefore, be it
4348 RESOLVED, That the 88th Legislature of the State of Texas
4449 hereby authorize the burial of Patrick John Nugent in the State
4550 Cemetery, provided that his application for assignment of burial
4651 space is approved by the State Cemetery Committee as required by
4752 law.
