55 A JOINT RESOLUTION
66 proposing a constitutional amendment to require that future

1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 1(c), Article XVII, Texas Constitution,
1212 is amended to read as follows:
1313 (c) The election shall be held in accordance with procedures
1414 prescribed by the Legislature, and the returning officer in each
1515 county shall make returns to the Secretary of State of the number of
1616 legal votes cast at the election for and against each amendment. If
1717 it appears from the returns that in at least three-fourths of the
1818 counties in this state a majority of the votes cast have been cast
1919 in favor of an amendment, it shall become a part of this
2020 Constitution, and proclamation thereof shall be made by the
2121 Governor.
2222 SECTION 2. The following temporary provision is added to
2323 the Texas Constitution:
2424 TEMPORARY PROVISION. (a) This temporary provision applies
2525 to the constitutional amendment proposed by the 88th Legislature,
2626 Regular Session, 2023, relating to requiring that future
2727 constitutional amendments become effective only if approved by a
2828 majority of the voters in at least three-fourths of the counties of
2929 the state.
3030 (b) The amendment to Section 1(c), Article XVII, of this
3131 constitution takes effect January 1, 2024.
3232 (c) This temporary provision expires January 1, 2025, and
3333 applies only to another proposed constitutional amendment for which
3434 the election to approve the amendment is held on or after that date.
3535 SECTION 3. This proposed constitutional amendment shall be
3636 submitted to the voters at an election to be held November 7, 2023.
3737 The ballot shall be printed to provide for voting for or against the
3838 proposition: "The constitutional amendment to require that future
3939 constitutional amendments become effective only if approved by a
4040 majority of the voters in at least three-fourths of the counties of
4141 the state."
