77 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
99 amended to read as follows:
1010 (a) The following classes of persons shall not be allowed to
1111 vote in this State:
1212 (1) persons under 18 years of age;
1313 (2) persons who have been determined mentally
1414 incompetent by a court, subject to such exceptions as the
1515 Legislature may make; [and]
1616 (3) persons convicted of any felony, subject to such
1717 exceptions as the Legislature may make; and
1818 (4) persons who are not citizens of the United States.
1919 SECTION 2. This proposed constitutional amendment shall be
2020 submitted to the voters at an election to be held November 7, 2023.
2121 The ballot shall be printed to permit voting for or against the
2222 proposition: "The constitutional amendment clarifying that a voter
2323 must be a United States citizen."
