88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 1, Article VIII, Texas Constitution, is
1010 amended by amending Subsection (d) and adding Subsection (g-1) to
1111 read as follows:
1212 (d) The Legislature by general law shall exempt from ad
1313 valorem taxation household goods not held or used for the
1414 production of income and personal effects not held or used for the
1515 production of income. The Legislature by general law may exempt
1616 from ad valorem taxation:
1717 (1) all or part of the personal property homestead of a
1818 family or single adult, "personal property homestead" meaning that
1919 personal property exempt by law from forced sale for debt;
2020 (2) subject to Subsections (e), [and] (g), and (g-1)
2121 of this section, all other tangible personal property, except
2222 structures which are substantially affixed to real estate and are
2323 used or occupied as residential dwellings and except property held
2424 or used for the production of income;
2525 (3) subject to Subsection (e) of this section, a
2626 leased motor vehicle that is not held primarily for the production
2727 of income by the lessee and that otherwise qualifies under general
2828 law for exemption; and
2929 (4) one motor vehicle, as defined by general law,
3030 owned by an individual that is used in the course of the
3131 individual's occupation or profession and is also used for personal
3232 activities of the owner that do not involve the production of
3333 income.
3434 (g-1) The Legislature by general law may exempt from ad
3535 valorem taxation a person's inventory, as defined by general law.
3636 SECTION 2. This proposed constitutional amendment shall be
3737 submitted to the voters at an election to be held November 7, 2023.
3838 The ballot shall be printed to permit voting for or against the
3939 proposition: "The constitutional amendment authorizing the
4040 legislature to exempt from ad valorem taxation a person's
4141 inventory."
