88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 5(b), Article III, Texas Constitution,
1010 is amended to read as follows:
1111 (b) During any time the Legislature is [When] convened in
1212 regular Session, the Legislature may introduce, hold committee
1313 hearings to consider, and otherwise act on any bill or resolution,
1414 and may pass [first thirty days thereof shall be devoted to the
1515 introduction of bills and resolutions, acting upon emergency
1616 appropriations, passing] upon the confirmation of the recess
1717 appointees of the Governor and such emergency matters as may be
1818 submitted by the Governor in special messages to the Legislature.
1919 [During the succeeding thirty days of the regular session of the
2020 Legislature the various committees of each House shall hold
2121 hearings to consider all bills and resolutions and other matters
2222 then pending; and such emergency matters as may be submitted by the
2323 Governor. During the remainder of the session the Legislature
2424 shall act upon such bills and resolutions as may be then pending and
2525 upon such emergency matters as may be submitted by the Governor in
2626 special messages to the Legislature.]
2727 SECTION 2. Section 5(c), Article III, Texas Constitution,
2828 is repealed.
2929 SECTION 3. This proposed constitutional amendment shall be
3030 submitted to the voters at an election to be held November 7, 2023.
3131 The ballot shall be printed to permit voting for or against the
3232 proposition: "The constitutional amendment authorizing
3333 legislative action at any time during a regular session of the
3434 legislature."
