| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Article III, Texas Constitution, is amended by |
|---|
| 11 | 11 | | adding Section 68 to read as follows: |
|---|
| 12 | 12 | | Sec. 68. (a) The workforce housing fund is created as a |
|---|
| 13 | 13 | | special fund in the state treasury. Money in the fund may be used |
|---|
| 14 | 14 | | only to provide grants and low-interest loans to municipalities for |
|---|
| 15 | 15 | | the purposes of facilitating the development of affordable |
|---|
| 16 | 16 | | workforce housing. The fund shall be administered by the Texas |
|---|
| 17 | 17 | | Department of Housing and Community Affairs or that department's |
|---|
| 18 | 18 | | successor in function. |
|---|
| 19 | 19 | | (b) The fund consists of: |
|---|
| 20 | 20 | | (1) money appropriated to the board for a purpose of |
|---|
| 21 | 21 | | the fund; |
|---|
| 22 | 22 | | (2) repayment of principal and interest from loans |
|---|
| 23 | 23 | | made from the fund; |
|---|
| 24 | 24 | | (3) money the board transfers to the fund from any |
|---|
| 25 | 25 | | available source; |
|---|
| 26 | 26 | | (4) depository interest allocable to the fund and |
|---|
| 27 | 27 | | other investment returns on money in the fund; |
|---|
| 28 | 28 | | (5) money from gifts, grants, or donations to the |
|---|
| 29 | 29 | | fund; and |
|---|
| 30 | 30 | | (6) any other fees or sources of revenue that the |
|---|
| 31 | 31 | | legislature may dedicate for deposit to the fund. |
|---|
| 32 | 32 | | (c) The legislature by general law shall provide for the |
|---|
| 33 | 33 | | manner in which the assets of the workforce housing fund may be |
|---|
| 34 | 34 | | used, subject to the limitations provided by this section. The |
|---|
| 35 | 35 | | legislature by general law may provide for costs of investment of |
|---|
| 36 | 36 | | the workforce housing fund to be paid from that fund. |
|---|
| 37 | 37 | | (d) Money in the workforce housing fund is dedicated by this |
|---|
| 38 | 38 | | constitution for purposes of Section 22, Article VIII, of this |
|---|
| 39 | 39 | | constitution. |
|---|
| 40 | 40 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 41 | 41 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 42 | 42 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 43 | 43 | | proposition: "The constitutional amendment creating the workforce |
|---|
| 44 | 44 | | housing fund to facilitate the development of affordable workforce |
|---|
| 45 | 45 | | housing." |
