| 8 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 10 | | SECTION 1. Article VIII, Texas Constitution, is amended by |

| 10 | 11 | | adding Section 1-x to read as follows: |

| 11 | 12 | | Sec. 1-x. The legislature by general law may exempt from ad |

| 12 | 13 | | valorem taxation the tangible personal property held by a |
|---|
| 13 | 14 | | manufacturer of medical or biomedical products as a finished good |
|---|
| 14 | 15 | | or used in the manufacturing or processing of medical or biomedical |
|---|
| 15 | 16 | | products. |

| 16 | 17 | | SECTION 2. This proposed constitutional amendment shall be |

| 17 | 18 | | submitted to the voters at an election to be held November 7, 2023. |

| 18 | 19 | | The ballot shall be printed to permit voting for or against the |

| 19 | 20 | | proposition: "The constitutional amendment to authorize the |

| 20 | 21 | | legislature to exempt from ad valorem taxation equipment or |

| 21 | 22 | | inventory held by a manufacturer of medical or biomedical products |

| 22 | 23 | | to protect the Texas healthcare network and strengthen our medical |
