89 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
910 SECTION 1. Article VIII, Texas Constitution, is amended by
1011 adding Section 1-x to read as follows:
1112 Sec. 1-x. The legislature by general law may exempt from ad
1213 valorem taxation the tangible personal property held by a
1314 manufacturer of medical or biomedical products as a finished good
1415 or used in the manufacturing or processing of medical or biomedical
1516 products.
1617 SECTION 2. This proposed constitutional amendment shall be
1718 submitted to the voters at an election to be held November 7, 2023.
1819 The ballot shall be printed to permit voting for or against the
1920 proposition: "The constitutional amendment to authorize the
2021 legislature to exempt from ad valorem taxation equipment or
2122 inventory held by a manufacturer of medical or biomedical products
2223 to protect the Texas healthcare network and strengthen our medical
2324 supply chain."
