5 | 5 | | WHEREAS, The sixth-largest city in Texas, El Paso has the |

6 | 6 | | distinction of being located where two countries and three states |
---|
7 | 7 | | converge, and together with its neighboring border city Juárez, |
---|
8 | 8 | | Chihuahua, Mexico, it forms the largest bilingual and binational |
---|
9 | 9 | | workforce in the Western Hemisphere; the El Paso region also |
---|
10 | 10 | | represents one of the largest manufacturing centers in North |
---|
11 | 11 | | America, and it boasts key ports of entry that make it a nexus for |
---|
12 | 12 | | international trade; area businesses are fortunate to be served |
---|
13 | 13 | | by the El Paso Chamber, which has taken the lead in promoting |
---|
14 | 14 | | economic prosperity and encouraging a favorable business climate |
---|
15 | 15 | | in El Paso for nearly 125 years; and |
---|
16 | 16 | | WHEREAS, This vibrant, bilingual, and bicultural community |
---|
17 | 17 | | is home to a number of exemplary educational institutions, |
---|
18 | 18 | | museums, and historical sites and to many cultural and fine arts |
---|
19 | 19 | | offerings that attract residents and visitors alike; and |
---|
20 | 20 | | WHEREAS, Designated as an All-America City by the National |
---|
21 | 21 | | Civic League, El Paso is recognized for its innovation, |
---|
22 | 22 | | inclusiveness, public engagement, and cross-border |
---|
23 | 23 | | collaboration, and it is consistently rated as one of the safest |
---|
24 | 24 | | cities in the nation; and |
---|
25 | 25 | | WHEREAS, The University of Texas at El Paso has received |
---|
26 | 26 | | the prestigious R1 designation from the Carnegie Classification |
---|
27 | 27 | | of Institutions of Higher Education, which recognizes the |
---|
28 | 28 | | school's outstanding research activities; UTEP is also noted for |
---|
29 | 29 | | providing access to a diverse, 21st-century demographic; and |
---|
30 | 30 | | WHEREAS, Texas Tech University Health Sciences Center El |
---|
31 | 31 | | Paso is a stand-alone health sciences center and home to the |
---|
32 | 32 | | first medical school on the nation's southern border; the |
---|
33 | 33 | | University Medical Center, the primary teaching institution for |
---|
34 | 34 | | TTUHSC El Paso, features the region's only Level I Trauma |
---|
35 | 35 | | Center; and |
---|
36 | 36 | | WHEREAS, The city of El Paso has a long and notable |
---|
37 | 37 | | association with the 175-year-old Fort Bliss, which serves as the |
---|
38 | 38 | | base of the 1st Armored Division, "America's Tank Division"; the |
---|
39 | 39 | | Borderplex region also includes the White Sands Missile Range, |
---|
40 | 40 | | the largest fully instrumented, open-air test range operated by |
---|
41 | 41 | | the U.S. Department of Defense, and Holloman Air Force Base, one |
---|
42 | 42 | | of Air Education and Training Command's busiest installations; |
---|
43 | 43 | | in acknowledgment of El Paso County's strong military presence, |
---|
44 | 44 | | continued partnership with Fort Bliss, and steadfast commitment |
---|
45 | 45 | | to veterans, it recently adopted the moniker of "Veterans Capital |
---|
46 | 46 | | of the U.S.A."; and |
---|
47 | 47 | | WHEREAS, El Paso is preparing for an exciting new era, as |

48 | 48 | | it was the only Texas community to be awarded a $40 million |
---|
49 | 49 | | federal grant from the U.S. Economic Development Administration; |
---|
50 | 50 | | the grant, which will help El Paso pursue the development of |
---|
51 | 51 | | advanced manufacturing in the areas of aerospace and defense, was |
---|
52 | 52 | | secured through the efforts of UTEP's Aerospace Center, the El |
---|
53 | 53 | | Paso Chamber, and the City and County of El Paso; and |
---|
54 | 54 | | WHEREAS, An area with a rich and fascinating heritage, |
---|
55 | 55 | | El Paso has contributed immeasurably to the story of the Lone |
---|
56 | 56 | | Star State, and its citizens should take great pride in the |
---|
57 | 57 | | extraordinary city they call home; now, therefore, be it |
---|
58 | 58 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
59 | 59 | | Legislature, hereby recognize February 14 through 16, 2023, as |
---|
60 | 60 | | El Paso Days at the State Capitol and extend a warm welcome to the |
---|
61 | 61 | | visiting delegation. |
