2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | honor the City of Baytown on the occasion of its 75th anniversary |
---|
4 | 4 | | of incorporation, which was celebrated on January 21, 2023; and |
---|
5 | 5 | | WHEREAS, In 1822, Nathaniel Lynch started a ferry service |
---|
6 | 6 | | at the confluence of the San Jacinto River and Buffalo Bayou near |
---|
7 | 7 | | the Gulf of Mexico; two years later, William Scott, one of |
---|
8 | 8 | | Stephen F. Austin's Old 300 settlers, established a homestead |
---|
9 | 9 | | nearby, and a community named Bay Town grew up around it; other |
---|
10 | 10 | | early settlers included Sam Houston and David G. Burnet, who each |
---|
11 | 11 | | served as president of the Republic of Texas, and Mrs. Anson |
---|
12 | 12 | | Jones, wife of the fourth and final Texas president; and |
---|
13 | 13 | | WHEREAS, The area remained mostly rural until 1908, when |
---|
14 | 14 | | oil was discovered near Tabbs Bay, and in 1916, the first |
---|
15 | 15 | | offshore drilling site in Texas was established near Goose Creek; |
---|
16 | 16 | | starting in 1917, two towns, Pelly and Goose Creek, grew up |
---|
17 | 17 | | around the oil fields, and that same year, Ross S. Sterling |
---|
18 | 18 | | founded Humble Oil and Refining Company, now known as ExxonMobil; |
---|
19 | 19 | | in 1923, Humble Oil began laying out streets, installing |
---|
20 | 20 | | utilities, and financing homes for its employees; in 1947, Pelly |
---|
21 | 21 | | and Goose Creek consolidated, and on January 24, 1948, the city |
---|
22 | 22 | | of Baytown was established, with a population of nearly 21,000 |
---|
23 | 23 | | people; and |
---|
24 | 24 | | WHEREAS, Baytown residents gathered at the TEPCO Solutions |
---|
25 | 25 | | event center to commemorate their city's proud history and its |
---|
26 | 26 | | many contributions to the growth and success of the state's |
---|
27 | 27 | | economy since Baytown's incorporation on January 24, 1948; and |
---|
28 | 28 | | WHEREAS, A leader in the development of the oil and gas |
---|
29 | 29 | | industry, Baytown has been central to the petroleum industry |
---|
30 | 30 | | throughout its existence; it is where the Exxon Corporation began |
---|
31 | 31 | | in the early 20th century, and the company continues to be a major |
---|
32 | 32 | | employer in the Baytown area; and |
---|
33 | 33 | | WHEREAS, Baytown is home to stellar cultural and |
---|
34 | 34 | | educational institutions, such as Lee College, which has been |
---|
35 | 35 | | consistently recognized for its excellent programs and is one |
---|
36 | 36 | | of the top two-year colleges in the nation; the Lee College |
---|
37 | 37 | | Performing Arts Center, the Art Gallery of Baytown, and the |
---|
38 | 38 | | Baytown Public Art Program offer a variety of cultural |
---|
39 | 39 | | activities, and visitors are also drawn by opportunities for |
---|
40 | 40 | | fishing, boating, and kayaking; wildlife and birding |
---|
41 | 41 | | enthusiasts enjoy the outdoor experiences offered by the |
---|
42 | 42 | | Baytown Nature Center and the Eddie V. Gray Wetlands Education |
---|
43 | 43 | | Center, and other popular destinations in the area include |
---|
44 | 44 | | Houston Raceway Park, the Baytown Historical Museum, and the |
---|
45 | 45 | | Baytown Sculpture Trail; and |
---|
46 | 46 | | WHEREAS, The dedicated residents of Baytown work and |
---|
47 | 47 | | contribute their talents to see that their city thrives and |
---|
48 | 48 | | maintains its productivity while honoring its history and |
---|
49 | 49 | | traditions; their efforts have made Baytown a rewarding place to |
---|
50 | 50 | | live and to call home for generations of workers, students, and |
---|
51 | 51 | | families; now, therefore, be it |
---|
52 | 52 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
53 | 53 | | Legislature, hereby commend the citizens of Baytown on their |
---|
54 | 54 | | invaluable contributions to the Lone Star State and extend to all |
---|
55 | 55 | | congratulations on the city's 75th anniversary; and, be it |
---|
56 | 56 | | further |
---|
57 | 57 | | RESOLVED, That a copy of this Resolution be prepared as an |

58 | 58 | | expression of esteem from the Texas Senate. |
