11 SENATE RESOLUTION NO. 167
22 WHEREAS, The Senate of the State of Texas is pleased to
33 honor the City of Baytown on the occasion of its 75th anniversary
44 of incorporation, which was celebrated on January 21, 2023; and
55 WHEREAS, In 1822, Nathaniel Lynch started a ferry service
66 at the confluence of the San Jacinto River and Buffalo Bayou near
77 the Gulf of Mexico; two years later, William Scott, one of
88 Stephen F. Austin's Old 300 settlers, established a homestead
99 nearby, and a community named Bay Town grew up around it; other
1010 early settlers included Sam Houston and David G. Burnet, who each
1111 served as president of the Republic of Texas, and Mrs. Anson
1212 Jones, wife of the fourth and final Texas president; and
1313 WHEREAS, The area remained mostly rural until 1908, when
1414 oil was discovered near Tabbs Bay, and in 1916, the first
1515 offshore drilling site in Texas was established near Goose Creek;
1616 starting in 1917, two towns, Pelly and Goose Creek, grew up
1717 around the oil fields, and that same year, Ross S. Sterling
1818 founded Humble Oil and Refining Company, now known as ExxonMobil;
1919 in 1923, Humble Oil began laying out streets, installing
2020 utilities, and financing homes for its employees; in 1947, Pelly
2121 and Goose Creek consolidated, and on January 24, 1948, the city
2222 of Baytown was established, with a population of nearly 21,000
2323 people; and
2424 WHEREAS, Baytown residents gathered at the TEPCO Solutions
2525 event center to commemorate their city's proud history and its
2626 many contributions to the growth and success of the state's
2727 economy since Baytown's incorporation on January 24, 1948; and
2828 WHEREAS, A leader in the development of the oil and gas
2929 industry, Baytown has been central to the petroleum industry
3030 throughout its existence; it is where the Exxon Corporation began
3131 in the early 20th century, and the company continues to be a major
3232 employer in the Baytown area; and
3333 WHEREAS, Baytown is home to stellar cultural and
3434 educational institutions, such as Lee College, which has been
3535 consistently recognized for its excellent programs and is one
3636 of the top two-year colleges in the nation; the Lee College
3737 Performing Arts Center, the Art Gallery of Baytown, and the
3838 Baytown Public Art Program offer a variety of cultural
3939 activities, and visitors are also drawn by opportunities for
4040 fishing, boating, and kayaking; wildlife and birding
4141 enthusiasts enjoy the outdoor experiences offered by the
4242 Baytown Nature Center and the Eddie V. Gray Wetlands Education
4343 Center, and other popular destinations in the area include
4444 Houston Raceway Park, the Baytown Historical Museum, and the
4545 Baytown Sculpture Trail; and
4646 WHEREAS, The dedicated residents of Baytown work and
4747 contribute their talents to see that their city thrives and
4848 maintains its productivity while honoring its history and
4949 traditions; their efforts have made Baytown a rewarding place to
5050 live and to call home for generations of workers, students, and
5151 families; now, therefore, be it
5252 RESOLVED, That the Senate of the State of Texas, 88th
5353 Legislature, hereby commend the citizens of Baytown on their
5454 invaluable contributions to the Lone Star State and extend to all
5555 congratulations on the city's 75th anniversary; and, be it
5656 further
5757 RESOLVED, That a copy of this Resolution be prepared as an
5858 expression of esteem from the Texas Senate.
