2	6		WHEREAS, The Senate of the State of Texas is pleased to
3	7		welcome the residents of McAllen, who are celebrating their
4	8		city's 112th anniversary and City of McAllen Day at the State
5	9		Capitol on February 16, 2023; and
6	10		WHEREAS, The City of McAllen traces its roots back to 1797,
7	11		when Spanish settler Jose Manuel Gomez founded the Santa Anita
8	12		Ranch in what is now southern Hidalgo County; his
9	13		great-granddaughter, Salome Balli, married John McAllen and
10	14		inherited the property, and the couple expanded the ranch and
11	15		renamed it McAllen Ranch; and
12	16		WHEREAS, With the arrival of the Saint Louis, Brownsville,
13	17		and Mexico Railroad, John McAllen founded the McAllen Townsite
14	18		Company and the McAllen community in 1904; the town merged with
15	19		nearby East McAllen, and by 1920, McAllen was home to businesses,
16	20		churches, a newspaper, and 6,000 residents; and
17	21		WHEREAS, Located in the Rio Grande Valley, McAllen lies
18	22		within one of the fastest-growing metropolitan statistical areas
19	23		in the nation; McAllen has been recognized as one of the safest
20	24		cities in the nation and has been ranked among the best places to
21	25		live in the country and in Texas; and
22	26		WHEREAS, A vibrant commercial and cultural hub, McAllen is
23	27		home to Quinta Mazatlan, a Spanish-revival estate and urban oasis
24	28		featuring tropical gardens where walking trails wind through
25	29		more than 15 acres of bird habitat that shelters more than 250
26	30		species of birds; Quinta Mazatlan serves as a conference and
27	31		events center, and it has received recognition in the area as the
28	32		best outdoor venue, upper-valley venue, and photography
29	33		location; and
30		-	WHEREAS, McAllen also boasts one of the lowest property ~~tax~~
31		-	rates in the Rio Grande Valley thanks to the city's retail tax

32	36		strength, and in 2022, Governor Greg Abbott designated McAllen a
33	37		Music Friendly City; this designation will allow the city to
34	38		foster new cultural and economic development related to the music
35	39		industry and will benefit the city and its residents; and
36	40		WHEREAS, As they celebrate City of McAllen Day at the
37	41		Capitol and their city's 112th anniversary, the residents of
38	42		McAllen can take justifiable pride in their city's rich and
39	43		colorful history as they look ahead and work toward a bright
40	44		future; now, therefore, be it
41	45		RESOLVED, That the Senate of the State of Texas, 88th
42	46		Legislature, hereby commend the residents of McAllen on their
43	47		many contributions to the vitality of the Lone Star State and
44	48		extend to all best wishes for a memorable City of McAllen Day at
45	49		the Capitol; and, be it further
46	50		RESOLVED, That a copy of this Resolution be prepared in
47	51		honor of this special occasion.
