11 SENATE RESOLUTION NO. 195
22 WHEREAS, Many notable citizens of Lubbock are visiting
33 Austin on February 22, 2023, to pay tribute to their city's rich
44 heritage and to celebrate Lubbock Day at the State Capitol; and
55 WHEREAS, A thriving region of the state, the Lubbock area
66 is one of the oldest inhabited places in Texas; archeologists
77 have discovered evidence of some 12,000 years of continuous
88 habitation at the Lubbock Lake Landmark site, a national historic
99 and state archeological preserve; and
1010 WHEREAS, The City of Lubbock was incorporated on March 16,
1111 1909; railroads stimulated the city's growth as a trade center,
1212 and residents also wanted the benefits of an institution of
1313 higher learning; when legislation creating Texas Technological
1414 College was passed in 1923, the site selection committee,
1515 impressed by the enthusiasm and hospitality of its citizens,
1616 chose Lubbock for its location; and
1717 WHEREAS, Today a city and surrounding area of more than
1818 300,000 people, Lubbock is home to the Texas Tech University
1919 System and its flagship institution, Texas Tech University, a
2020 school well-deserving of its Tier One status; and
2121 WHEREAS, The Texas Tech Health Sciences Center attracts
2222 nearly 5,000 students from around the world and is currently
2323 ranked as the number one health university in the nation by the SR
2424 Education Group, ranking higher than programs at such other
2525 notable institutions as Harvard University, Stanford University,
2626 and Yale University; and
2727 WHEREAS, Three universities, including Texas Tech and one
2828 public community college, annually draw more than 50,000
2929 students to the area and refresh the local economy with
3030 approximately 10,000 new graduates each year, creating a
3131 community where more than 30 percent of residents over the age of
3232 25 hold a college degree or higher; and
3333 WHEREAS, Texas Tech's athletic programs have recently
3434 achieved historic successes; the men's basketball team has
3535 recently reached the Final Four, the baseball team has appeared
3636 four times in the College World Series in the past decade, and the
3737 men's outdoor track and field team has earned national
3838 championships, while Lubbock Christian University's women's
3939 basketball team won national championships in 2016, 2019, and
4040 2021; and
4141 WHEREAS, Lubbock's metropolitan-area labor force comprises
4242 165,000 workers, and the cost of doing business ranks as one of
4343 the lowest in the nation, with some of the lowest costs for
4444 electric and natural gas utilities, wage rates, affordable land,
4545 and cost of living; and
4646 WHEREAS, Lubbock is consistently recognized by national
4747 organizations for its business-friendly atmosphere, including
4848 being named the number one city for women professionals; it is
4949 ranked in the top 20 cities for young entrepreneurs starting a
5050 business and was named seventh in the Forbes list of top
5151 "Opportunity Cities," based on its low cost of living, its
5252 cultural resources, and the strength of its business
5353 community; and
5454 WHEREAS, Lubbock has a diverse economy that draws its
5555 strength from agribusiness, manufacturing, and commerce as
5656 well as from educational and health care services, boasting
5757 the largest medical infrastructure between Dallas and Phoenix;
5858 with the growth of the cotton industry on the High Plains,
5959 Lubbock has become one of the world's primary centers for the
6060 processing of cottonseed and hybrid-grain sorghum seed; the
6161 region north of Lubbock has the highest density of cattle in
6262 the entire country; and
6363 WHEREAS, Lubbock is now the home of several major
6464 award-winning wineries and vineyards that produce more than 80
6565 percent of the state's wine grapes; and
6666 WHEREAS, Lubbock offers a wealth of cultural and
6767 recreational opportunities, including the Lubbock Symphony
6868 Orchestra, the Lubbock Civic Ballet, the Silent Wings Museum, the
6969 Museum and Planetarium of Texas Tech University and many other
7070 cultural offerings at Texas Tech University, and a new,
7171 state-of-the-art performing arts center named after local legend
7272 and Rock and Roll Hall of Fame inductee Buddy Holly; and
7373 WHEREAS, The city's meticulously planned infrastructure
7474 has resulted in a low-traffic community and more neighborhood
7575 parks per capita than any other city in Texas; and
7676 WHEREAS, Lubbock was nicknamed the "Hub City" because it is
7777 at the intersection of five major highways; it aims to continue
7878 that renown through the eventual expansion of Interstate 27,
7979 which will help to relieve the traffic congestion of other major
8080 Texas highways; and
8181 WHEREAS, Those wanting a glimpse of frontier history can
8282 find it in the restored structures at the Ranching Heritage
8383 Center, a 15-acre site tracing the evolution of ranch
8484 architecture and the history of the cattle industry; the
8585 region's history is also celebrated at the Bayer Museum of
8686 Agriculture; and
8787 WHEREAS, The talented musicians who have come from the
8888 Lubbock area include Buddy Holly, Roy Orbison, the Maines family,
8989 Virgil Johnson and the Velvets, Waylon Jennings, Tanya Tucker,
9090 Joe Ely, Jimmie Dale Gilmore, Butch Hancock, Pat Green, and Josh
9191 Abbott; their rich and diverse contributions have earned Lubbock
9292 recognition as the Music Crossroads of Texas; and
9393 WHEREAS, Lubbock's thriving business community is
9494 represented by the largest business federation on the Texas South
9595 Plains, the Lubbock Chamber of Commerce, which expands and guards
9696 the prosperity of the Lubbock area; and
9797 WHEREAS, Early major achievements propelled by the chamber
9898 of commerce during more than a century of service include
9999 recruiting farmers from out of state to produce crops on the
100100 fertile soils of the Llano Estacado, working to bring the
101101 railroad to Lubbock, establishing the South Plains Fair, and
102102 drafting and delivering to the Texas Capitol the application that
103103 would result in establishing Texas Technological College, which
104104 today is the heart of the Texas Tech University System; and
105105 WHEREAS, The Lubbock Chamber of Commerce was instrumental
106106 in establishing Lubbock Preston Smith International Airport,
107107 Reese Air Force Base, and outstanding transportation
108108 infrastructure and was the first chamber of commerce in Texas to
109109 introduce an Association Health Plan for 34 West Texas counties,
110110 which became a model nationwide; and
111111 WHEREAS, Among the delegation visiting the Capitol today
112112 are members of the Lubbock Chamber of Commerce's 47th Leadership
113113 Lubbock Class who represent the business and community leaders of
114114 Lubbock; and
115115 WHEREAS, The citizens of Lubbock have truly kept faith with
116116 the founders of their West Texas community; renowned for their
117117 hospitality and warmth as well as their hardiness and
118118 determination, they have helped to build a vital urban center
119119 that serves not only a large part of West Texas but also the
120120 surrounding regions; now, therefore, be it
121121 RESOLVED, That the Senate of the State of Texas, 88th
122122 Legislature, hereby recognize February 22, 2023, as Lubbock Day
123123 at the State Capitol and extend to the members of the visiting
124124 delegation and all their fellow citizens sincere appreciation
125125 for the bright luster they add to the Lone Star State.
