5 | 5 | | WHEREAS, Enjoying a strategic location on the Gulf of |

6 | 6 | | Mexico and along the Mexican border, the Rio Grande Valley was an |

7 | 7 | | important ranching region when Texas became the nation's 28th |
---|
8 | 8 | | state in 1845; over time, the economy shifted from ranching to |
---|
9 | 9 | | agriculture, and the Valley became the state's center of citrus |
---|
10 | 10 | | and vegetable production; and |
---|
11 | 11 | | WHEREAS, In the 1960s, industry flourished and |
---|
12 | 12 | | international trade became increasingly prominent; the region |
---|
13 | 13 | | has contributed significantly to the tremendous increase in |
---|
14 | 14 | | commerce across the United States-Mexico border, with more than |
---|
15 | 15 | | 1,152,000 trucks, 11.7 million cars carrying 24.3 million |
---|
16 | 16 | | passengers, 28,000 buses carrying over 300,000 passengers, and |
---|
17 | 17 | | 6.2 million pedestrians crossing Rio Grande Valley ports of entry |
---|
18 | 18 | | each year; commerce across the border averages more than $140 |
---|
19 | 19 | | million in goods and services per day, with over $51 billion in |
---|
20 | 20 | | commercial trade per year flowing across various land ports of |
---|
21 | 21 | | entry; the Rio Grande Valley is an economic powerhouse for the |
---|
22 | 22 | | State of Texas with approximately $12.5 billion in taxable sales |
---|
23 | 23 | | recorded in reporting year 2022; and |

24 | 24 | | WHEREAS, The Valley has 1.4 million residents, with |

25 | 25 | | approximately 600,000 individuals under the age of 25, and local |

26 | 26 | | and state officials have focused on the need to expand access to |

27 | 27 | | higher education and health care, strengthen the workforce, |
---|
28 | 28 | | increase transportation and ports of entry infrastructure, and |
---|
29 | 29 | | increase funding for public education; The University of Texas |

30 | 30 | | Rio Grande Valley serves some 30,000 students; the UTRGV School |
---|
31 | 31 | | of Medicine is in its seventh year of operation with numerous GME |
---|
32 | 32 | | programs and patient care sites; in addition, the Texas A&M |

33 | 33 | | University System recently opened its Higher Education Center at |
---|
34 | 34 | | McAllen, which is linked to the campus in College Station and |

35 | 35 | | will offer programs in engineering, technology, biomedical |

36 | 36 | | sciences, agriculture, and laboratory sciences; and |

37 | 37 | | WHEREAS, The six higher education institutions in the Rio |

38 | 38 | | Grande Valley, The University of Texas Rio Grande Valley, Texas |

40 | 40 | | University Health Science Center, South Texas College, Texas |
