5	5	WHEREAS, A full and generous life drew to a close with the
6	6	passing of James Robert Evans of Fort Worth on February 2, 2023,
7	7	at the age of 87; and
8	8	WHEREAS, The son of Bernice Glasscock Evans and Walter
9	9	Sidney Evans, Bobby Evans was born in San Angelo on March 30,
10	10	1935, and he grew up with the companionship of two siblings,
11	11	William Sidney and Jo Alice; after graduating from San Angelo
12	12	High School, he went on to earn a bachelor's degree in civil
13	13	engineering from Texas Tech University, where he was a member of
14	14	ROTC; and
15	15	WHEREAS, Mr. Evans enjoyed a rewarding career as a civil
16	16	engineer for the Texas Department of Transportation that spanned
17	17	more than four decades; over the course of his tenure, he held a
18	18	number of positions in Lubbock, San Angelo, Del Rio, and Tyler;
19	19	as district engineer in Tyler, he played an instrumental role in
20	20	establishing the Adopt-A-Highway program, and he was recognized
21	21	with the Leadership Award from Keep Texas Beautiful, the Phoenix
22	22	Award from the Society of American Travel Writers, and the Gibb
23	23	Gilchrist Award from Texas A&M Transportation Institute for
24	24	outstanding service to TxDOT; in addition, he was granted
25	25	honorary membership to the International Adopt-A-Highway
26	26	Association; and
27	27	WHEREAS, In 1995, Mr. Evans returned to San Angelo, where
28	28	he worked in business development and client relations for BWR
29	29	Corporation, WSBC Civil Engineers Inc., and Arcadis; following
30	30	his retirement in 2010, he moved to Fort Worth; and
31	31	WHEREAS, Along the way, Mr. Evans served as president of
32	32	the Tyler Downtown Rotary Club and the State Highway 31
33	33	Association and as chair of the Texas Alliance of Minority
34	34	Engineers; a man of deep faith, he was a valued congregant of
35	35	Arlington Heights United Methodist Church; in his leisure time,
36	36	he enjoyed following Texas Tech Red Raider football and spending
37	37	time at the Bronte ranch with friends and family; and
38	38	WHEREAS, In all his endeavors, Mr. Evans benefited from
39	39	the love and support of his wife, Billie Jean, with whom he shared
40	40	a fulfilling union of 64 years until her passing in 2021; he took
41	41	great pride in his two children, Susan and Mark, as well as in his
42	42	seven grandchildren, Laura, Matthew, Karen, Andrew, Alan, Bryan,
43	43	and Mandy, two great-grandchildren, Walt and Charlie, and three
44	44	step-great-grandchildren, Payton, Reese, and Enzo; and
45	45	WHEREAS, Admired for his integrity, kindness, and
46	46	generosity, Bobby Evans has left his family and friends with a
47	47	wealth of treasured memories, and they will forever hold him
48	48	close in their hearts; now, therefore, be it
49	49	RESOLVED, That the Senate of the State of Texas, 88th
50	50	Legislature, hereby pay tribute to the life of James Robert Evans
51	51	and extend sincere condolences to all who mourn his passing; and,
52	52	be it further
53	53	RESOLVED, That an official copy of this Resolution be
54	54	prepared for his family and that when the Texas Senate adjourns
55	55	this day, it do so in memory of Bobby Evans.
