55 WHEREAS, A full and generous life drew to a close with the
66 passing of James Robert Evans of Fort Worth on February 2, 2023,
77 at the age of 87; and
88 WHEREAS, The son of Bernice Glasscock Evans and Walter
99 Sidney Evans, Bobby Evans was born in San Angelo on March 30,
1010 1935, and he grew up with the companionship of two siblings,
1111 William Sidney and Jo Alice; after graduating from San Angelo
1212 High School, he went on to earn a bachelor's degree in civil
1313 engineering from Texas Tech University, where he was a member of
1414 ROTC; and
1515 WHEREAS, Mr. Evans enjoyed a rewarding career as a civil
1616 engineer for the Texas Department of Transportation that spanned
1717 more than four decades; over the course of his tenure, he held a
1818 number of positions in Lubbock, San Angelo, Del Rio, and Tyler;
1919 as district engineer in Tyler, he played an instrumental role in
2020 establishing the Adopt-A-Highway program, and he was recognized
2121 with the Leadership Award from Keep Texas Beautiful, the Phoenix
2222 Award from the Society of American Travel Writers, and the Gibb
2323 Gilchrist Award from Texas A&M Transportation Institute for
2424 outstanding service to TxDOT; in addition, he was granted
2525 honorary membership to the International Adopt-A-Highway
2626 Association; and
2727 WHEREAS, In 1995, Mr. Evans returned to San Angelo, where
2828 he worked in business development and client relations for BWR
2929 Corporation, WSBC Civil Engineers Inc., and Arcadis; following
3030 his retirement in 2010, he moved to Fort Worth; and
3131 WHEREAS, Along the way, Mr. Evans served as president of
3232 the Tyler Downtown Rotary Club and the State Highway 31
3333 Association and as chair of the Texas Alliance of Minority
3434 Engineers; a man of deep faith, he was a valued congregant of
3535 Arlington Heights United Methodist Church; in his leisure time,
3636 he enjoyed following Texas Tech Red Raider football and spending
3737 time at the Bronte ranch with friends and family; and
3838 WHEREAS, In all his endeavors, Mr. Evans benefited from
3939 the love and support of his wife, Billie Jean, with whom he shared
4040 a fulfilling union of 64 years until her passing in 2021; he took
4141 great pride in his two children, Susan and Mark, as well as in his
4242 seven grandchildren, Laura, Matthew, Karen, Andrew, Alan, Bryan,
4343 and Mandy, two great-grandchildren, Walt and Charlie, and three
4444 step-great-grandchildren, Payton, Reese, and Enzo; and
4545 WHEREAS, Admired for his integrity, kindness, and
4646 generosity, Bobby Evans has left his family and friends with a
4747 wealth of treasured memories, and they will forever hold him
4848 close in their hearts; now, therefore, be it
4949 RESOLVED, That the Senate of the State of Texas, 88th
5050 Legislature, hereby pay tribute to the life of James Robert Evans
5151 and extend sincere condolences to all who mourn his passing; and,
5252 be it further
5353 RESOLVED, That an official copy of this Resolution be
5454 prepared for his family and that when the Texas Senate adjourns
5555 this day, it do so in memory of Bobby Evans.
