6 | 6 | | WHEREAS, Edgardo Garcia has rendered outstanding service as |

7 | 7 | | chief of the Dallas Police Department; and |

8 | 8 | | WHEREAS, A native of Puerto Rico, Eddie Garcia became the |
---|
9 | 9 | | department's first Latino chief in 2021; he swiftly implemented |
---|
10 | 10 | | measures that resulted in a 12 percent decrease in violent |
---|
11 | 11 | | street-level crime; during summer 2022, a season when urban crime |
---|
12 | 12 | | typically rises, overall violent crime declined by nearly three |
---|
13 | 13 | | percent; his data-driven initiatives include hot spot policing, |
---|
14 | 14 | | place network investigations to disrupt criminal groups, and |
---|
15 | 15 | | focused deterrence, a long-term project to alter the behavior of |
---|
16 | 16 | | high-risk offenders through a combination of arrests, community |
---|
17 | 17 | | engagement, and social services; and |

18 | 18 | | WHEREAS, Chief Garcia developed strategies with input from |
---|
19 | 19 | | criminologists, city leaders, local residents, and members of the |
---|
20 | 20 | | police department; emphasizing the importance of involving |
---|
21 | 21 | | stakeholders, he has continued to seek feedback from the wider |
---|
22 | 22 | | community through listening sessions and other forms of outreach; |

24 | 24 | | WHEREAS, Known for his energetic, hands-on style and |

25 | 25 | | commitment to 21st-century policing methods, Chief Garcia built his |

26 | 26 | | sterling reputation over the course of a 29-year career with the San |
---|
27 | 27 | | Jose Police Department in California; he joined the force as an |
---|
28 | 28 | | officer in 1992, and as he rose through the ranks, he gained |
---|
29 | 29 | | experience in numerous areas, from patrol, narcotics, and emergency |
---|
30 | 30 | | response to homicide investigations; named chief in 2016, he worked |
---|
31 | 31 | | tirelessly to develop community trust, increase transparency, and |
---|
32 | 32 | | maintain proactive operations while embracing fair, impartial |
---|
33 | 33 | | constitutional policing; he significantly increased minority |
---|
34 | 34 | | recruiting as well; bilingual himself, he implemented instruction |
---|
35 | 35 | | in basic Spanish in the police academy and launched a |
---|
36 | 36 | | Spanish-language Facebook page; he holds a bachelor's degree in |
---|
37 | 37 | | criminal justice management from Union Institute and University and |
---|
38 | 38 | | studied administration of justice at De Anza College; and |
---|
39 | 39 | | WHEREAS, Chief Garcia has made a tremendous positive impact |
---|
40 | 40 | | in Dallas through his vision, expertise, and steadfast dedication |
---|
41 | 41 | | to public safety, and his accomplishments have earned the deep |
---|
42 | 42 | | admiration and appreciation of his colleagues and fellow citizens |
---|
43 | 43 | | alike; now, therefore, be it |
---|
44 | 44 | | RESOLVED, That the Senate of the 88th Texas Legislature |

45 | 45 | | hereby honor Dallas Police Chief Edgardo "Eddie" Garcia for his |
---|
46 | 46 | | service and extend to him sincere best wishes for continued success |
---|
47 | 47 | | in his vital endeavors; and, be it further |

48 | 48 | | RESOLVED, That an official copy of this resolution be |
