55 R E S O L U T I O N
66 WHEREAS, Edgardo Garcia has rendered outstanding service as
77 chief of the Dallas Police Department; and
88 WHEREAS, A native of Puerto Rico, Eddie Garcia became the
99 department's first Latino chief in 2021; he swiftly implemented
1010 measures that resulted in a 12 percent decrease in violent
1111 street-level crime; during summer 2022, a season when urban crime
1212 typically rises, overall violent crime declined by nearly three
1313 percent; his data-driven initiatives include hot spot policing,
1414 place network investigations to disrupt criminal groups, and
1515 focused deterrence, a long-term project to alter the behavior of
1616 high-risk offenders through a combination of arrests, community
1717 engagement, and social services; and
1818 WHEREAS, Chief Garcia developed strategies with input from
1919 criminologists, city leaders, local residents, and members of the
2020 police department; emphasizing the importance of involving
2121 stakeholders, he has continued to seek feedback from the wider
2222 community through listening sessions and other forms of outreach;
2323 and
2424 WHEREAS, Known for his energetic, hands-on style and
2525 commitment to 21st-century policing methods, Chief Garcia built his
2626 sterling reputation over the course of a 29-year career with the San
2727 Jose Police Department in California; he joined the force as an
2828 officer in 1992, and as he rose through the ranks, he gained
2929 experience in numerous areas, from patrol, narcotics, and emergency
3030 response to homicide investigations; named chief in 2016, he worked
3131 tirelessly to develop community trust, increase transparency, and
3232 maintain proactive operations while embracing fair, impartial
3333 constitutional policing; he significantly increased minority
3434 recruiting as well; bilingual himself, he implemented instruction
3535 in basic Spanish in the police academy and launched a
3636 Spanish-language Facebook page; he holds a bachelor's degree in
3737 criminal justice management from Union Institute and University and
3838 studied administration of justice at De Anza College; and
3939 WHEREAS, Chief Garcia has made a tremendous positive impact
4040 in Dallas through his vision, expertise, and steadfast dedication
4141 to public safety, and his accomplishments have earned the deep
4242 admiration and appreciation of his colleagues and fellow citizens
4343 alike; now, therefore, be it
4444 RESOLVED, That the Senate of the 88th Texas Legislature
4545 hereby honor Dallas Police Chief Edgardo "Eddie" Garcia for his
4646 service and extend to him sincere best wishes for continued success
4747 in his vital endeavors; and, be it further
4848 RESOLVED, That an official copy of this resolution be
4949 prepared for Chief Garcia as an expression of high regard by the
5050 Texas Senate.
