5+ SENATE RESOLUTION
26 WHEREAS, The Senate of the State of Texas is pleased to
37 welcome the attendees and participants of Minority Business
48 Enterprise Public Policy Day at the State Capitol, which is
59 taking place on March 15, 2023; and
6- WHEREAS, Minority Business Enterprise Public Policy Day has
7- been held during Texas legislative sessions since 1997 and is
10+ WHEREAS, Minority Business Enterprise Public Policy Day
11+ has been held during Texas legislative sessions since 1997 and is
812 coordinated by a coalition of advocacy organizations that
9- represent minority-owned and historically underutilized business
10- enterprises in the Dallas-Fort Worth, Houston-Galveston, and
11- Austin-San Antonio metropolitan areas; and
13+ represent minority-owned and historically underutilized
14+ business enterprises in the Dallas-Fort Worth,
15+ Houston-Galveston, and Austin-San Antonio metropolitan areas;
16+ and
1217 WHEREAS, The 868 certified minority business enterprises
1318 represented by this coalition contribute more than $17 billion in
1419 revenue to the state's economy, and these businesses create and
1520 preserve more than 82,000 jobs and provide more than $4.7 billion
1621 in earned wages to Texans; and
1722 WHEREAS, Coalition delegates and other advocates are
1823 convening at the State Capitol on March 15 for MBE Public Policy
1924 Day to promote awareness, engagement, and collaboration among
2025 policymakers, state departments and agencies, and minority-owned
2126 business enterprises; participants will meet with elected
2227 representatives and select committee members to discuss
2328 legislation and policies that affect minority-owned and
2429 historically underutilized businesses; and
2530 WHEREAS, Among the coalition's objectives, the group seeks
2631 to demonstrate the significant contributions made by MBEs and
2732 HUBs to the state's economy, and delegates will underscore the
2833 importance of accountability in developing more inclusive
2934 sourcing processes in state contracting and procurement; members
3035 of the coalition will also affirm their support of policymaking
3136 focused on closing the gaps in engagement and inclusion that
3237 affect minority-owned businesses in Texas; and
3338 WHEREAS, MBE Public Policy Day offers a valuable
3439 opportunity for MBE and HUB advocates to engage with state
3540 legislators and to develop collaborative efforts aimed at
3641 meeting the mutual goals of state agencies and coalition members;
3742 progress made in pursuit of these shared goals benefits all
3843 Texans and empowers Minority Business Enterprises and
3944 Historically Underutilized Businesses to further enrich the
4045 state's economy and flourishing business culture and to
4146 contribute to the continuing growth and prosperity of the Lone
4247 Star State; now, therefore, be it
4348 RESOLVED, That the Senate of the State of Texas, 88th
4449 Legislature, hereby recognize March 15, 2023, as Minority
4550 Business Enterprise Public Policy Day and extend to all
4651 participating in the day's events best wishes for a productive
4752 and enjoyable visit to the State Capitol; and, be it further
4853 RESOLVED, That a copy of this Resolution be prepared in
4954 honor of this day as an expression of esteem from the Texas
5055 Senate.
