2	6		WHEREAS, The Senate of the State of Texas is pleased to
3	7		welcome the attendees and participants of Minority Business
4	8		Enterprise Public Policy Day at the State Capitol, which is
5	9		taking place on March 15, 2023; and
6		-	WHEREAS, Minority Business Enterprise Public Policy Day ~~has~~
7		-	been held during Texas legislative sessions since 1997 and is

8	12		coordinated by a coalition of advocacy organizations that

11		-	Austin-San Antonio metropolitan areas; and

12	17		WHEREAS, The 868 certified minority business enterprises
13	18		represented by this coalition contribute more than $17 billion in
14	19		revenue to the state's economy, and these businesses create and
15	20		preserve more than 82,000 jobs and provide more than $4.7 billion
16	21		in earned wages to Texans; and
17	22		WHEREAS, Coalition delegates and other advocates are
18	23		convening at the State Capitol on March 15 for MBE Public Policy
19	24		Day to promote awareness, engagement, and collaboration among
20	25		policymakers, state departments and agencies, and minority-owned
21	26		business enterprises; participants will meet with elected
22	27		representatives and select committee members to discuss
23	28		legislation and policies that affect minority-owned and
24	29		historically underutilized businesses; and
25	30		WHEREAS, Among the coalition's objectives, the group seeks
26	31		to demonstrate the significant contributions made by MBEs and
27	32		HUBs to the state's economy, and delegates will underscore the
28	33		importance of accountability in developing more inclusive
29	34		sourcing processes in state contracting and procurement; members
30	35		of the coalition will also affirm their support of policymaking
31	36		focused on closing the gaps in engagement and inclusion that
32	37		affect minority-owned businesses in Texas; and
33	38		WHEREAS, MBE Public Policy Day offers a valuable
34	39		opportunity for MBE and HUB advocates to engage with state
35	40		legislators and to develop collaborative efforts aimed at
36	41		meeting the mutual goals of state agencies and coalition members;
37	42		progress made in pursuit of these shared goals benefits all
38	43		Texans and empowers Minority Business Enterprises and
39	44		Historically Underutilized Businesses to further enrich the
40	45		state's economy and flourishing business culture and to
41	46		contribute to the continuing growth and prosperity of the Lone
42	47		Star State; now, therefore, be it
43	48		RESOLVED, That the Senate of the State of Texas, 88th
44	49		Legislature, hereby recognize March 15, 2023, as Minority
45	50		Business Enterprise Public Policy Day and extend to all
46	51		participating in the day's events best wishes for a productive
47	52		and enjoyable visit to the State Capitol; and, be it further
48	53		RESOLVED, That a copy of this Resolution be prepared in
49	54		honor of this day as an expression of esteem from the Texas
50	55		Senate.
