11 SENATE RESOLUTION NO. 323
22 WHEREAS, World Down Syndrome Day is being held at the
33 State Capitol on March 21, 2023, with the theme of "With Us Not
44 For Us"; and
55 WHEREAS, Down syndrome, the most commonly occurring
66 chromosomal condition, occurs in individuals who have a full or
77 partial extra copy of chromosome 21; one of every 700 babies born
88 in the United States each year is born with Down syndrome; and
99 WHEREAS, Medical advances have significantly increased the
1010 life expectancy of people with Down syndrome, which is now
1111 approaching that of peers without the condition; in addition to
1212 the advantages of modern medicine, support groups and other
1313 resources are now available in nearly every community in the
1414 United States; and
1515 WHEREAS, When provided with quality education programs, a
1616 stimulating home environment, good health care, and support from
1717 family and friends, people with Down syndrome can lead fulfilling
1818 and productive lives; much progress has been made through the
1919 vision and hard work of parents, researchers, medical
2020 professionals, and other advocates, who have helped secure the
2121 rights of people with Down syndrome to live at home, attend
2222 schools, access appropriate health care, get married, find work,
2323 and contribute to society; instead of a charity-based approach,
2424 this year's theme of "With Us Not For Us" promotes a human
2525 rights-based approach that emphasizes the right of those with
2626 disabilities to be treated fairly and have the same opportunities
2727 available to others; and
2828 WHEREAS, In 2011, the United Nations General Assembly
2929 declared March 21 as World Down Syndrome Day; this year, the
3030 State of Texas is joining with countries around the globe in
3131 recognition of this special event, and all Texans are
3232 encouraged to take part by helping to build a culture of
3333 greater respect and inclusion for those living with Down
3434 syndrome; now, therefore, be it
3535 RESOLVED, That the Senate of the State of Texas, 88th
3636 Legislature, hereby recognize March 21, 2023, as World Down
3737 Syndrome Day at the State Capitol.
