3 | 3 | | State Capitol on March 21, 2023, with the theme of "With Us Not |

5 | 5 | | WHEREAS, Down syndrome, the most commonly occurring |
---|
6 | 6 | | chromosomal condition, occurs in individuals who have a full or |
---|
7 | 7 | | partial extra copy of chromosome 21; one of every 700 babies born |
---|
8 | 8 | | in the United States each year is born with Down syndrome; and |
---|
9 | 9 | | WHEREAS, Medical advances have significantly increased the |
---|
10 | 10 | | life expectancy of people with Down syndrome, which is now |
---|
11 | 11 | | approaching that of peers without the condition; in addition to |
---|
12 | 12 | | the advantages of modern medicine, support groups and other |
---|
13 | 13 | | resources are now available in nearly every community in the |
---|
14 | 14 | | United States; and |
---|
15 | 15 | | WHEREAS, When provided with quality education programs, a |
---|
16 | 16 | | stimulating home environment, good health care, and support from |
---|
17 | 17 | | family and friends, people with Down syndrome can lead fulfilling |
---|
18 | 18 | | and productive lives; much progress has been made through the |
---|
19 | 19 | | vision and hard work of parents, researchers, medical |
---|
20 | 20 | | professionals, and other advocates, who have helped secure the |
---|
21 | 21 | | rights of people with Down syndrome to live at home, attend |
---|
22 | 22 | | schools, access appropriate health care, get married, find work, |
---|
23 | 23 | | and contribute to society; instead of a charity-based approach, |
---|
24 | 24 | | this year's theme of "With Us Not For Us" promotes a human |
---|
25 | 25 | | rights-based approach that emphasizes the right of those with |
---|
26 | 26 | | disabilities to be treated fairly and have the same opportunities |
---|
27 | 27 | | available to others; and |
---|
28 | 28 | | WHEREAS, In 2011, the United Nations General Assembly |
---|
29 | 29 | | declared March 21 as World Down Syndrome Day; this year, the |
---|
30 | 30 | | State of Texas is joining with countries around the globe in |
---|
31 | 31 | | recognition of this special event, and all Texans are |
---|
32 | 32 | | encouraged to take part by helping to build a culture of |
---|
33 | 33 | | greater respect and inclusion for those living with Down |

34 | 34 | | syndrome; now, therefore, be it |

35 | 35 | | RESOLVED, That the Senate of the State of Texas, 88th |
