26 WHEREAS, Our health care system is designed to provide
37 regular prenatal care and health checks to women throughout the
48 duration of pregnancy, and yet comparatively little attention is
59 given to the period after a mother gives birth; and
6- WHEREAS, The first three months following the birth of a
7- baby is a time of substantial transformation and adaptation for
8- new mothers, who simultaneously experience physical, hormonal,
9- and psychosocial changes as well as shifting roles and
10- responsibilities; during this period of transition, which has
11- come to be known as the Fourth Trimester, a new mother is often
12- afforded only a single follow-up visit, which generally occurs
13- six weeks after the child is born; and

16- beneficial, with the needs of one considered in the context of
17- the needs of the other; because the first few years are crucial to
18- a child's development, it is especially important that new
19- mothers be given adequate support as they welcome a new baby into
20- their lives; and
21- WHEREAS, During the Fourth Trimester, mothers may suffer
22- from physical and mental health issues that far too often go
23- undiagnosed and untreated; some mothers report problems with
24- breastfeeding, exhaustion, sleep difficulties, headaches,
25- infections, and physical trauma symptoms resulting from
26- childbirth; according to the Centers for Disease Control and
27- Prevention, an estimated one of every nine mothers in the United
28- States experiences symptoms of postpartum depression, and other
29- mental health issues can manifest as stress, anxiety, or even
30- rage; these feelings can impact the mother's ability to provide
31- child care and to make a full return to the workforce and other
32- activities; and

34- mothers are able to achieve the recommended six months of
35- exclusive breastfeeding, which can be attributed in part to a
36- lack of access to paid maternity leave, negative attitudes toward
37- nursing in public, and a lack of workplace accommodations for
38- breastfeeding mothers; recent studies showed that nearly a
39- quarter of employed women return to work within two weeks of
40- having a child, even though tissues can require six weeks to
41- fully heal after childbirth; and

38+ breastfeeding, which can be attributed in part to a lack of access

43- physical, social, and economic support she requires to
44- successfully transition through the many challenges she may face
45- in the postpartum period, and states across the country are
46- recognizing Fourth Trimester Care Day as a means of bringing
47- greater attention to the need for maternal health and wellness
48- during that critical time; now, therefore, be it
49- RESOLVED, That the Senate of the State of Texas, 88th
50- Legislature, hereby recognize September 23, 2023, as Fourth
51- Trimester Care Day, and encourage all Texans to learn more about
52- the importance of postpartum care.
