26 WHEREAS, Corbett Howard retired from the City of Celina on
3- June 15, 2022, drawing to a close more than two decades of
4- exemplary service; and
7+ June 15, 2022, drawing to a close more than two decades of exemplary

59 WHEREAS, First elected to the city council in 1999,
6- Mr. Howard was elected mayor in 2002 and served three terms; he
7- also led the Celina Economic Development Corporation as its
8- executive director from 2008 to 2018, and he retired as the
9- city's director of business and government affairs; in addition
10- to his public service, he is a successful developer of commercial
11- and residential projects; and
12- WHEREAS, Born in Roswell, New Mexico, Corbett Howard
13- earned his bachelor's degree in history and political science
14- from Southern Nazarene University; a second lieutenant in the
15- U.S. Army, he graduated as an engineer from Officer Candidate
16- School at Fort Belvoir, Virginia, and served in Vietnam from 1969
17- to 1970; his military decorations include the Bronze Star, the
18- Air Medal, and the Republic of Vietnam Gallantry Cross; and
19- WHEREAS, Mr. Howard has further contributed to his
20- community as a board member for the Upper Trinity Regional Water
21- District, the McKinney Urban Transit District, and the Military
22- Warriors Support Foundation, and he has been active with the
23- Collin County Coalition for Better Government, the Preston Trail
24- Rotary Club, and the Celina Chamber of Commerce; a longtime
25- member of the Republican Party, he has served as PAC chair of the
26- Collin County Conservative Republicans, attended nine state GOP
27- conventions as a delegate, and managed the campaign of a
28- candidate for the U.S. Senate; he is also a man of deep religious
29- faith and a charter member of Stonebriar Community Church; and

34- RESOLVED, That the Senate of the State of Texas, 88th
35- Legislature, hereby commend Corbett Howard for his many years of
36- service to the City of Celina and extend to him sincere best
37- wishes for continued success and happiness; and, be it further
