55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Jimmy Don Blair, who died in 2023 at the
77 age of 81; and
88 WHEREAS, Jimmy Don Blair was born on September 27, 1941,
99 in the town of Borger in the Texas Panhandle; an accomplished
1010 athlete and student, he graduated from Borger High School and
1111 went on to attend Oklahoma University; a talented and
1212 adventurous young man, Jim earned his pilot license, and after
1313 deciding to pursue a career in law rather than medicine during
1414 his senior year, he flew to The University of Texas to enroll
1515 in law school; and
1616 WHEREAS, Jim was admitted to the Texas Bar in 1967 and
1717 moved to the Texas Panhandle, where he served the City of
1818 Amarillo as assistant city attorney and as city judge; Jim also
1919 served as the assistant district attorney of Randall County
2020 before later relocating to Houston; and
2121 WHEREAS, Throughout his time in public service, Jim sought
2222 to create more efficient and effective processes in local
2323 government to better serve citizens, and he and three other city
2424 attorneys formed a private law firm dedicated to performing
2525 essential services to aid local governments, beginning with the
2626 collection of delinquent property taxes; and
2727 WHEREAS, Highly respected by his colleagues, community
2828 members, and clients, Jim was profoundly knowledgeable in many
2929 legal fields and used his expertise to improve the lives of
3030 others; he was instrumental in updating the Texas Property Tax
3131 Code by drafting legislation that penalized delinquent taxpayers
3232 rather than burdening taxing entities and other taxpaying
3333 citizens; and
3434 WHEREAS, In 1980, Jim transferred his legal practice to
3535 Houston to be of service to more people; over ensuing decades, he
3636 and his partners altered the firm, which now is known as
3737 Linebarger, Goggan, Blair, and Sampson; he retired in 2006 and
3838 became a senior advisor to the firm; and
3939 WHEREAS, Jim was a man of deep faith who gave unselfishly
4040 to others throughout his life; guided by a spirit of generosity,
4141 he hosted more than 300 fundraisers over 10 years and contributed
4242 to numerous philanthropic organizations, including disaster
4343 relief efforts, and foundations to support education, cancer
4444 patients, community clinics, and a food bank; and
4545 WHEREAS, Named the hometown hero of The Woodlands in 2011,
4646 he was widely known and admired throughout the community, where
4747 he shared 35 rewarding years of marriage with Nelda Luce Blair;
4848 he was a devoted father to his daughter, Maris Ann Blair, and a
4949 loving father-in-law to her husband, David Hall, and, his
5050 kindness and wisdom were a source of light in the lives of those
5151 around him; he leaves behind an inspiring legacy of generosity
5252 and service, and his memory will be forever cherished by his many
5353 loved ones and by all who were privileged to share in his life;
5454 now, therefore, be it
5555 RESOLVED, That the Senate of the State of Texas, 88th
5656 Legislature, hereby extend sincere condolences to the bereaved
5757 family of Jimmy Don Blair; and, be it further
5858 RESOLVED, That a copy of this Resolution be prepared for
5959 his family as an expression of deepest sympathy from the Texas
6060 Senate and that when the Senate adjourns this day, it do so in
6161 memory of Jim Blair.
