5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |
---|
6 | 6 | | commemorates the life of Jimmy Don Blair, who died in 2023 at the |
---|
7 | 7 | | age of 81; and |
---|
8 | 8 | | WHEREAS, Jimmy Don Blair was born on September 27, 1941, |
---|
9 | 9 | | in the town of Borger in the Texas Panhandle; an accomplished |
---|
10 | 10 | | athlete and student, he graduated from Borger High School and |
---|
11 | 11 | | went on to attend Oklahoma University; a talented and |
---|
12 | 12 | | adventurous young man, Jim earned his pilot license, and after |
---|
13 | 13 | | deciding to pursue a career in law rather than medicine during |
---|
14 | 14 | | his senior year, he flew to The University of Texas to enroll |
---|
15 | 15 | | in law school; and |
---|
16 | 16 | | WHEREAS, Jim was admitted to the Texas Bar in 1967 and |
---|
17 | 17 | | moved to the Texas Panhandle, where he served the City of |
---|
18 | 18 | | Amarillo as assistant city attorney and as city judge; Jim also |
---|
19 | 19 | | served as the assistant district attorney of Randall County |
---|
20 | 20 | | before later relocating to Houston; and |
---|
21 | 21 | | WHEREAS, Throughout his time in public service, Jim sought |
---|
22 | 22 | | to create more efficient and effective processes in local |
---|
23 | 23 | | government to better serve citizens, and he and three other city |
---|
24 | 24 | | attorneys formed a private law firm dedicated to performing |
---|
25 | 25 | | essential services to aid local governments, beginning with the |
---|
26 | 26 | | collection of delinquent property taxes; and |
---|
27 | 27 | | WHEREAS, Highly respected by his colleagues, community |
---|
28 | 28 | | members, and clients, Jim was profoundly knowledgeable in many |
---|
29 | 29 | | legal fields and used his expertise to improve the lives of |
---|
30 | 30 | | others; he was instrumental in updating the Texas Property Tax |
---|
31 | 31 | | Code by drafting legislation that penalized delinquent taxpayers |
---|
32 | 32 | | rather than burdening taxing entities and other taxpaying |
---|
33 | 33 | | citizens; and |
---|
34 | 34 | | WHEREAS, In 1980, Jim transferred his legal practice to |
---|
35 | 35 | | Houston to be of service to more people; over ensuing decades, he |
---|
36 | 36 | | and his partners altered the firm, which now is known as |
---|
37 | 37 | | Linebarger, Goggan, Blair, and Sampson; he retired in 2006 and |
---|
38 | 38 | | became a senior advisor to the firm; and |
---|
39 | 39 | | WHEREAS, Jim was a man of deep faith who gave unselfishly |
---|
40 | 40 | | to others throughout his life; guided by a spirit of generosity, |
---|
41 | 41 | | he hosted more than 300 fundraisers over 10 years and contributed |
---|
42 | 42 | | to numerous philanthropic organizations, including disaster |
---|
43 | 43 | | relief efforts, and foundations to support education, cancer |
---|
44 | 44 | | patients, community clinics, and a food bank; and |
---|
45 | 45 | | WHEREAS, Named the hometown hero of The Woodlands in 2011, |
---|
46 | 46 | | he was widely known and admired throughout the community, where |
---|
47 | 47 | | he shared 35 rewarding years of marriage with Nelda Luce Blair; |
---|
48 | 48 | | he was a devoted father to his daughter, Maris Ann Blair, and a |
---|
49 | 49 | | loving father-in-law to her husband, David Hall, and, his |
---|
50 | 50 | | kindness and wisdom were a source of light in the lives of those |
---|
51 | 51 | | around him; he leaves behind an inspiring legacy of generosity |
---|
52 | 52 | | and service, and his memory will be forever cherished by his many |
---|
53 | 53 | | loved ones and by all who were privileged to share in his life; |
---|
54 | 54 | | now, therefore, be it |
---|
55 | 55 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
56 | 56 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
57 | 57 | | family of Jimmy Don Blair; and, be it further |
---|
58 | 58 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
59 | 59 | | his family as an expression of deepest sympathy from the Texas |
---|
60 | 60 | | Senate and that when the Senate adjourns this day, it do so in |
---|
61 | 61 | | memory of Jim Blair. |
