2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Carter Smith, who retired as executive director of the |
---|
4 | 4 | | Texas Parks and Wildlife Department in January of 2023 after 15 |
---|
5 | 5 | | years of exemplary leadership; and |
---|
6 | 6 | | WHEREAS, Carter's career has been defined by his ongoing |
---|
7 | 7 | | dedication to wildlife and land management, wildlife biology, |
---|
8 | 8 | | and land conservation, and he is noted for his unstinting |
---|
9 | 9 | | stewardship of Texas land, waters, and wildlife; and |
---|
10 | 10 | | WHEREAS, Carter developed a deep appreciation for the |
---|
11 | 11 | | natural world as a child on his family's farm and ranchlands in |
---|
12 | 12 | | Central Texas, and his passion for wildlife helped to guide him |
---|
13 | 13 | | throughout his education; he earned his bachelor's degree in |
---|
14 | 14 | | wildlife management from Texas Tech University, and he holds a |
---|
15 | 15 | | master's degree in conservation biology from Yale University; and |
---|
16 | 16 | | WHEREAS, Carter has served on numerous |
---|
17 | 17 | | conservation-related boards and advisory councils, and he has |
---|
18 | 18 | | contributed to wildlife conservation projects across all of |
---|
19 | 19 | | North America; before joining the Texas Parks and Wildlife |
---|
20 | 20 | | Department as executive director in 2008, he served as director |
---|
21 | 21 | | of the Nature Conservancy of Texas; he has served as chairman of |
---|
22 | 22 | | the Association of Fish and Wildlife Agencies and has been a |
---|
23 | 23 | | member and leader of numerous professional organizations; and |
---|
24 | 24 | | WHEREAS, Carter has received a range of awards |
---|
25 | 25 | | recognizing his years of service and contributions to |
---|
26 | 26 | | conserving natural resources, and in 2022, the Association of |
---|
27 | 27 | | Fish and Wildlife Agencies awarded Carter its highest honor, |
---|
28 | 28 | | the Seth Gordon Lifetime Achievement Award; and |
---|
29 | 29 | | WHEREAS, With far-reaching vision and exceptional |
---|
30 | 30 | | knowledge and leadership, Carter has overseen a team of 3,300 |
---|
31 | 31 | | Texas Parks and Wildlife Department employees and has guided the |
---|
32 | 32 | | department in its mission to manage and conserve the natural |
---|
33 | 33 | | resources of Texas; and |
---|
34 | 34 | | WHEREAS, An exemplary public servant, Carter Smith has |
---|
35 | 35 | | devoted his career to caring for the wildlife and the land of |
---|
36 | 36 | | Texas, and it is indeed fitting that he receive special |
---|
37 | 37 | | recognition on his outstanding contributions to the Lone Star |
---|
38 | 38 | | State; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
40 | 40 | | Legislature, hereby commend Carter Smith on his distinguished |
---|
41 | 41 | | career and service as executive director of the Texas Parks and |
---|
42 | 42 | | Wildlife Department and extend to him congratulations on his |
---|
43 | 43 | | retirement and best wishes for success in all his future |
---|
44 | 44 | | endeavors; and, be it further |

45 | 45 | | RESOLVED, That a copy of this Resolution be prepared for |

46 | 46 | | him as an expression of esteem from the Texas Senate. |
