11 SENATE RESOLUTION NO. 376
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Carter Smith, who retired as executive director of the
44 Texas Parks and Wildlife Department in January of 2023 after 15
55 years of exemplary leadership; and
66 WHEREAS, Carter's career has been defined by his ongoing
77 dedication to wildlife and land management, wildlife biology,
88 and land conservation, and he is noted for his unstinting
99 stewardship of Texas land, waters, and wildlife; and
1010 WHEREAS, Carter developed a deep appreciation for the
1111 natural world as a child on his family's farm and ranchlands in
1212 Central Texas, and his passion for wildlife helped to guide him
1313 throughout his education; he earned his bachelor's degree in
1414 wildlife management from Texas Tech University, and he holds a
1515 master's degree in conservation biology from Yale University; and
1616 WHEREAS, Carter has served on numerous
1717 conservation-related boards and advisory councils, and he has
1818 contributed to wildlife conservation projects across all of
1919 North America; before joining the Texas Parks and Wildlife
2020 Department as executive director in 2008, he served as director
2121 of the Nature Conservancy of Texas; he has served as chairman of
2222 the Association of Fish and Wildlife Agencies and has been a
2323 member and leader of numerous professional organizations; and
2424 WHEREAS, Carter has received a range of awards
2525 recognizing his years of service and contributions to
2626 conserving natural resources, and in 2022, the Association of
2727 Fish and Wildlife Agencies awarded Carter its highest honor,
2828 the Seth Gordon Lifetime Achievement Award; and
2929 WHEREAS, With far-reaching vision and exceptional
3030 knowledge and leadership, Carter has overseen a team of 3,300
3131 Texas Parks and Wildlife Department employees and has guided the
3232 department in its mission to manage and conserve the natural
3333 resources of Texas; and
3434 WHEREAS, An exemplary public servant, Carter Smith has
3535 devoted his career to caring for the wildlife and the land of
3636 Texas, and it is indeed fitting that he receive special
3737 recognition on his outstanding contributions to the Lone Star
3838 State; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 88th
4040 Legislature, hereby commend Carter Smith on his distinguished
4141 career and service as executive director of the Texas Parks and
4242 Wildlife Department and extend to him congratulations on his
4343 retirement and best wishes for success in all his future
4444 endeavors; and, be it further
4545 RESOLVED, That a copy of this Resolution be prepared for
4646 him as an expression of esteem from the Texas Senate.
