11 SENATE RESOLUTION NO. 406
22 WHEREAS, The Senate of the State of Texas is pleased to
33 join the Brownsville City Commission and the entire community in
44 recognizing the appointment of Helen Ramirez as the city manager
55 of Brownsville; and
66 WHEREAS, Helen Ramirez was appointed to the position of
77 city manager of Brownsville in January of 2023; the standout
88 candidate in a rigorous selection process, Helen was chosen from
99 a nationwide pool of competitive applicants to manage the largest
1010 city in the Rio Grande Valley; and
1111 WHEREAS, Helen previously served the City of Brownsville
1212 as interim city manager and deputy city manager, and she brings
1313 more than 20 years of experience in municipal government, urban
1414 planning, and economic development; she also served as executive
1515 director and chief executive officer of the Greater Brownsville
1616 Incentives Corporation; and
1717 WHEREAS, Helen has done much to benefit the Brownsville
1818 community in her former leadership roles; she was instrumental in
1919 stimulating economic growth, accelerating downtown
2020 redevelopment, overhauling development codes, preparing the
2121 city's first Mobility Transportation Plan, and strengthening the
2222 city's organizational structure; and
2323 WHEREAS, Prior to joining the City of Brownsville, Helen
2424 served communities in Central Texas and Southern California;
2525 before entering public service, she worked for 10 years in the
2626 private sector managing complex and high-profile economic
2727 development projects in the United States and internationally,
2828 including the award-winning $115 million New Space and Missile
2929 Command Center redevelopment project at the Los Angeles Air Force
3030 Base; and
3131 WHEREAS, A woman of extraordinary aptitude and
3232 intelligence, Helen holds a degree in city and regional planning
3333 from California Polytechnic State University-San Luis Obispo and
3434 has earned an American Institute of Certified Planners
3535 certification, and the residents and leaders of Brownsville
3636 welcome the substantial improvements that Helen will continue to
3737 implement as the first woman to serve as Brownsville's city
3838 manager; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 88th
4040 Legislature, hereby commend Helen Ramirez on her appointment as
4141 city manager of Brownsville and extend to her best wishes for
4242 success during her administration and in all her future
4343 endeavors; and, be it further
4444 RESOLVED, That a copy of this Resolution be prepared for
4545 her as an expression of esteem from the Texas Senate.
