2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | join the Brownsville City Commission and the entire community in |

4 | 4 | | recognizing the appointment of Helen Ramirez as the city manager |
---|
5 | 5 | | of Brownsville; and |
---|
6 | 6 | | WHEREAS, Helen Ramirez was appointed to the position of |
---|
7 | 7 | | city manager of Brownsville in January of 2023; the standout |
---|
8 | 8 | | candidate in a rigorous selection process, Helen was chosen from |
---|
9 | 9 | | a nationwide pool of competitive applicants to manage the largest |
---|
10 | 10 | | city in the Rio Grande Valley; and |
---|
11 | 11 | | WHEREAS, Helen previously served the City of Brownsville |
---|
12 | 12 | | as interim city manager and deputy city manager, and she brings |
---|
13 | 13 | | more than 20 years of experience in municipal government, urban |
---|
14 | 14 | | planning, and economic development; she also served as executive |
---|
15 | 15 | | director and chief executive officer of the Greater Brownsville |
---|
16 | 16 | | Incentives Corporation; and |
---|
17 | 17 | | WHEREAS, Helen has done much to benefit the Brownsville |
---|
18 | 18 | | community in her former leadership roles; she was instrumental in |
---|
19 | 19 | | stimulating economic growth, accelerating downtown |
---|
20 | 20 | | redevelopment, overhauling development codes, preparing the |
---|
21 | 21 | | city's first Mobility Transportation Plan, and strengthening the |
---|
22 | 22 | | city's organizational structure; and |
---|
23 | 23 | | WHEREAS, Prior to joining the City of Brownsville, Helen |
---|
24 | 24 | | served communities in Central Texas and Southern California; |
---|
25 | 25 | | before entering public service, she worked for 10 years in the |
---|
26 | 26 | | private sector managing complex and high-profile economic |
---|
27 | 27 | | development projects in the United States and internationally, |
---|
28 | 28 | | including the award-winning $115 million New Space and Missile |
---|
29 | 29 | | Command Center redevelopment project at the Los Angeles Air Force |
---|
30 | 30 | | Base; and |
---|
31 | 31 | | WHEREAS, A woman of extraordinary aptitude and |
---|
32 | 32 | | intelligence, Helen holds a degree in city and regional planning |
---|
33 | 33 | | from California Polytechnic State University-San Luis Obispo and |
---|
34 | 34 | | has earned an American Institute of Certified Planners |
---|
35 | 35 | | certification, and the residents and leaders of Brownsville |
---|
36 | 36 | | welcome the substantial improvements that Helen will continue to |
---|
37 | 37 | | implement as the first woman to serve as Brownsville's city |
---|
38 | 38 | | manager; now, therefore, be it |

39 | 39 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
40 | 40 | | Legislature, hereby commend Helen Ramirez on her appointment as |
---|
41 | 41 | | city manager of Brownsville and extend to her best wishes for |
---|
42 | 42 | | success during her administration and in all her future |
---|
43 | 43 | | endeavors; and, be it further |

44 | 44 | | RESOLVED, That a copy of this Resolution be prepared for |
