2	2	WHEREAS, Kristi Daugherty was recognized as one of El Paso
3	3	Inc.'s 2022 Women of Impact; and
4	4	WHEREAS, The CEO of Emergence Health Network,
5	5	Ms. Daugherty is credited with energizing the company, which
6	6	provides behavioral health and developmental disabilities
7	7	programs, and expanding its services; and
8	8	WHEREAS, Ms. Daugherty has emphasized preparation, and
9	9	during the 2019 mass shooting in El Paso, she swiftly deployed
10	10	the EHN emergency plan and had a team on site within an hour of
11	11	the horrific incident; programs at the center today continue to
12	12	help those who were impacted by the tragedy; and
13	13	WHEREAS, When the COVID-19 pandemic hit Texas, EHN
14	14	launched a remote crisis program in partnership with The
15	15	University of Texas at El Paso, ensuring that interns could
16	16	graduate on time despite the closure of clinicals; they were
17	17	hired to provide phone support, thus gaining the experience
18	18	they needed; in addition, EHN set up clinics on five El Paso
19	19	Independent School District campuses to improve access to
20	20	mental health care and ease the stigma around mental wellness
21	21	programs; and
22	22	WHEREAS, Ms. Daugherty has also focused on strengthening
23	23	EHN's clinical services; with the advent of 988 as the national
24	24	three-digit access number for the Suicide and Crisis hotline,
25	25	Emergence became one of only four community centers serving as a
26	26	988 center; moreover, it has been designated as a national
27	27	Spanish-language center, receiving calls from all across the
28	28	country; EHN has been an innovator in the justice-involved sector
29	29	as well, increasing the number of Crisis Intervention Teams
30	30	across the region and adding campus-based CIT in two local school
31	31	districts; engaging in fruitful partnerships with local
32	32	educators, the organization has seen positive results by
33	33	embedding mental health services in schools to better reach
34	34	children and parents alike; in addition, it maintains the IDD
35	35	Learning Center to provide daytime rehabilitation that helps
36	36	individuals with developmental disabilities reach the highest
37	37	possible degree of independence; and
38	38	WHEREAS, While fulfilling her many responsibilities,
39	39	Ms. Daugherty also generously shares her time and expertise as a
40	40	member of the boards of the FEMAP Foundation, Project Amistad,
41	41	and the FBI Citizens Academy, among other organizations; and
42	42	WHEREAS, Kristi Daugherty has made a positive difference
43	43	in the lives of countless El Paso residents through her vision
44	44	and leadership at the helm of Emergence Health Network, and she
45	45	is richly deserving of this accolade; now, therefore, be it
46	46	RESOLVED, That the Senate of the State of Texas, 88th
47	47	Legislature, hereby congratulate Kristi Daugherty on her
48	48	selection as one of El Paso Inc.'s 2022 Women of Impact and
49	49	extend to her sincere best wishes for continued success; and,
50	50	be it further
51	51	RESOLVED, That an official copy of this Resolution be
52	52	prepared for Ms. Daugherty as an expression of high regard from
53	53	the Texas Senate.
