11 SENATE RESOLUTION NO. 422
22 WHEREAS, Kristi Daugherty was recognized as one of El Paso
33 Inc.'s 2022 Women of Impact; and
44 WHEREAS, The CEO of Emergence Health Network,
55 Ms. Daugherty is credited with energizing the company, which
66 provides behavioral health and developmental disabilities
77 programs, and expanding its services; and
88 WHEREAS, Ms. Daugherty has emphasized preparation, and
99 during the 2019 mass shooting in El Paso, she swiftly deployed
1010 the EHN emergency plan and had a team on site within an hour of
1111 the horrific incident; programs at the center today continue to
1212 help those who were impacted by the tragedy; and
1313 WHEREAS, When the COVID-19 pandemic hit Texas, EHN
1414 launched a remote crisis program in partnership with The
1515 University of Texas at El Paso, ensuring that interns could
1616 graduate on time despite the closure of clinicals; they were
1717 hired to provide phone support, thus gaining the experience
1818 they needed; in addition, EHN set up clinics on five El Paso
1919 Independent School District campuses to improve access to
2020 mental health care and ease the stigma around mental wellness
2121 programs; and
2222 WHEREAS, Ms. Daugherty has also focused on strengthening
2323 EHN's clinical services; with the advent of 988 as the national
2424 three-digit access number for the Suicide and Crisis hotline,
2525 Emergence became one of only four community centers serving as a
2626 988 center; moreover, it has been designated as a national
2727 Spanish-language center, receiving calls from all across the
2828 country; EHN has been an innovator in the justice-involved sector
2929 as well, increasing the number of Crisis Intervention Teams
3030 across the region and adding campus-based CIT in two local school
3131 districts; engaging in fruitful partnerships with local
3232 educators, the organization has seen positive results by
3333 embedding mental health services in schools to better reach
3434 children and parents alike; in addition, it maintains the IDD
3535 Learning Center to provide daytime rehabilitation that helps
3636 individuals with developmental disabilities reach the highest
3737 possible degree of independence; and
3838 WHEREAS, While fulfilling her many responsibilities,
3939 Ms. Daugherty also generously shares her time and expertise as a
4040 member of the boards of the FEMAP Foundation, Project Amistad,
4141 and the FBI Citizens Academy, among other organizations; and
4242 WHEREAS, Kristi Daugherty has made a positive difference
4343 in the lives of countless El Paso residents through her vision
4444 and leadership at the helm of Emergence Health Network, and she
4545 is richly deserving of this accolade; now, therefore, be it
4646 RESOLVED, That the Senate of the State of Texas, 88th
4747 Legislature, hereby congratulate Kristi Daugherty on her
4848 selection as one of El Paso Inc.'s 2022 Women of Impact and
4949 extend to her sincere best wishes for continued success; and,
5050 be it further
5151 RESOLVED, That an official copy of this Resolution be
5252 prepared for Ms. Daugherty as an expression of high regard from
5353 the Texas Senate.
