| 2 | 6 | WHEREAS, The Senate of the State of Texas is pleased to | |

| 7 | 11 | promote academic excellence, provide scholarships, support | |
| 8 | 12 | communities, strengthen African American families, and encourage | |
| 9 | 13 | civic and political awareness and participation in the | |
| 10 | 14 | establishment of sound public policy; and | |
| 11 | - | WHEREAS, Joycelyn was inducted into the Theta Nu Chapter | |
| 12 | - | Delta Sigma Theta Sorority in 1973; over the years, she has | |
