65 WHEREAS, The Senate of the State of Texas honors and
7- commemorates the life of Gus Franklin Mutscher, a celebrated
8- Texan and esteemed former Speaker of the Texas House of
9- Representatives, who died February 26, 2023, at the age of 90;
10- and
6+ commemorates the life of Gus Franklin Mutscher, a celebrated Texan
7+ and esteemed former Speaker of the Texas House of Representatives,
8+ who died February 26, 2023, at the age of 90; and
119 WHEREAS, Born in the community of William Penn in
1210 Washington County on September 19, 1932, Gus was a native and
1311 lifelong Texan and an influential figure in state politics; his
1412 illustrious career of public service and his outstanding
1513 leadership in the Texas House of Representatives helped create
1614 elevated standards in Texas higher education, services in mental
1715 health and intellectual disabilities, environmental regulation,
1816 and state infrastructure; and
1917 WHEREAS, Gus attended Blinn College, where he participated
2018 on the championship debate team and was elected class president;
2119 he earned a degree in business administration from The University
2220 of Texas, where he served as president of Gamma Delta, a Lutheran
2321 Church-Missouri Synod student organization, and as a member of
2422 the Reserve Officers' Training Corps; he went on to serve with
2523 distinction as a commissioned reserve officer in the United
2624 States Army; and
27- WHEREAS, After a career with the Borden Company in
28- Houston, Gus was elected in 1960 to the Texas House of
29- Representatives, where he served as a legislator for six terms;
30- he represented Washington, Waller, and Austin Counties, and his
31- many roles included serving as vice chair of the House
32- Appropriations Committee, chair of the Committee on Claims and
33- Accounts, chair of the Legislative Redistricting Committee, and
34- member of the Legislative Budget Board and the Texas Legislative
35- Council; Representative Mutscher was unanimously elected 67th
36- Speaker of the Texas House of Representatives in 1969, and he
37- presided over the House chamber during the 61st and 62nd Texas
38- Legislatures; and
25+ WHEREAS, After a career with the Borden Company in Houston,
26+ Gus was elected in 1960 to the Texas House of Representatives,
27+ where he served as a legislator for six terms; he represented
28+ Washington, Waller, and Austin Counties, and his many roles
29+ included serving as vice chair of the House Appropriations
30+ Committee, chair of the Committee on Claims and Accounts, chair of
31+ the Legislative Redistricting Committee, and member of the

3936 WHEREAS, Speaker Mutscher was instrumental in passing
4037 legislation that bolstered the Texas higher education and health
4138 care systems by incorporating Baylor Medical School into the
4239 state education network; he helped to increase environmental
4340 protections by supporting legislation to keep Galveston County's
4441 beaches clean and to improve air and water quality; a proud
4542 Texan, Speaker Mutscher was passionate about preserving Texas
4643 history, and he played a significant role in the construction of
4744 the Texas Ranger Hall of Fame and Museum in Waco and the Star of
4845 the Republic Museum in Washington; he was a highly respected and
4946 admired Speaker of the House and representative of the public
5047 good, and he received recognition for his service from Presidents
5148 Lyndon B. Johnson and George H. W. Bush; and
5249 WHEREAS, After his retirement from the state legislature,
5350 Gus returned to public office to serve as Washington County Judge
5451 for 12 years; he worked in the cattle industry and the real estate
5552 market and gave generously of his time and resources to his
5653 community; he enjoyed tending to his cattle, cheering for the
5754 Texas Longhorns and Dallas Cowboys, and spending time with his
5855 beloved children and his grandsons; a man of deep and abiding
5956 faith, Gus was a lifelong member of Grace Lutheran Church in
6057 Brenham and a steadfast leader of the Brenham community; and
6158 WHEREAS, Gus Mutscher was a man of strength, wisdom, and
6259 fierce determination; he will forever be remembered for his bold
6360 leadership and his enduring commitment to building a better
6461 future for every resident of the Lone Star State, and he leaves
6562 behind an inspiring legacy for all Texans; now, therefore, be it
6663 RESOLVED, That the Senate of the State of Texas, 88th
6764 Legislature, hereby extend sincere condolences to the bereaved
6865 family of Gus Franklin Mutscher; and, be it further
6966 RESOLVED, That a copy of this Resolution be prepared for
7067 his family as an expression of deepest sympathy from the Texas
7168 Senate and that when the Senate adjourns this day, it do so in
7269 memory of Gus Franklin Mutscher.
