4 | 4 | | opportunity to recognize women judges for their invaluable |

5 | 5 | | work to advance the administration of justice and the rule of |

6 | 6 | | law in our state; and |

7 | 7 | | WHEREAS, Women judges in Texas have a storied history |
---|
8 | 8 | | dating back to 1925, when Hortense Sparks Ward, the first woman |
---|
9 | 9 | | to pass the Texas bar exam, along with Hattie Leah Henenberg and |
---|
10 | 10 | | Ruth Virginia Brazzil formed the first all-women high court in |
---|
11 | 11 | | the United States; the three women were appointed by Governor Pat |
---|
12 | 12 | | Neff to serve as special justices on a Texas Supreme Court case |
---|
13 | 13 | | from which all of the existing judges on the court had recused |
---|
14 | 14 | | themselves; and |
---|
15 | 15 | | WHEREAS, In 1935, Sarah Tilghman Hughes became the first |
---|
16 | 16 | | woman to hold a permanent position on a Texas bench; she went on |
---|
17 | 17 | | to make history again in 1961 as the first woman appointed to a |
---|
18 | 18 | | federal district judgeship in Texas, and she remains the only |
---|
19 | 19 | | woman ever to administer the oath of office to an American |
---|
20 | 20 | | president, having sworn in Lyndon Baines Johnson aboard Air Force |

21 | 21 | | One on November 22, 1963; and |

22 | 22 | | WHEREAS, Among other notable trailblazers who have |

23 | 23 | | contributed to the diversity of the Texas judiciary are Harriet |

24 | 24 | | Mitchell Murphy, the first African American woman appointed to a |

25 | 25 | | regular judgeship in Texas, Elma Salinas Ender, the first Latina |
---|
26 | 26 | | state district judge in Texas, and Wendy Duong, the first |
---|
27 | 27 | | Vietnamese American woman to serve as a judge in the state; in |
---|
28 | 28 | | 2005, the Texas Fourth District Court of Appeals in San Antonio |
---|
29 | 29 | | became the first appellate court in the U.S. composed entirely of |
---|
30 | 30 | | women, and in 2021, the court again had the distinction of being |
---|
31 | 31 | | the only all-women and now majority-Latina appellate court in the |
---|

33 | 33 | | WHEREAS, Today, the Texas Supreme Court includes three |

34 | 34 | | female justices, Jane Bland, Rebecca Aizpuru Huddle, and Debra |

35 | 35 | | Lehrmann, while the Texas Court of Criminal Appeals includes four |

36 | 36 | | women, Presiding Judge Sharon Keller and Judges Barbara Hervey, |
---|
37 | 37 | | Mary Lou Keel, and Michelle Slaughter; women currently represent |
---|
38 | 38 | | 34 percent of judges in all courts throughout Texas, as well as 43 |
---|
39 | 39 | | percent of all state and district judges; and |
---|
40 | 40 | | WHEREAS, Women judges have brought inspiring dedication, |
---|
41 | 41 | | wisdom, and integrity to the bench, helping to make our judicial |
---|
42 | 42 | | system fairer and more just for all Texans, and it is indeed |
---|
43 | 43 | | fitting that a special day be set aside to honor their |
---|
44 | 44 | | immeasurable contributions; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
46 | 46 | | Legislature, hereby recognize April 24, 2023, as Texas Women |

47 | 47 | | Judges' Day at the State Capitol and commend the women judges |
