11 SENATE RESOLUTION NO. 451
22 WHEREAS, The observance of Texas Women Judges' Day at the
33 State Capitol on April 24, 2023, provides a welcome
44 opportunity to recognize women judges for their invaluable
55 work to advance the administration of justice and the rule of
66 law in our state; and
77 WHEREAS, Women judges in Texas have a storied history
88 dating back to 1925, when Hortense Sparks Ward, the first woman
99 to pass the Texas bar exam, along with Hattie Leah Henenberg and
1010 Ruth Virginia Brazzil formed the first all-women high court in
1111 the United States; the three women were appointed by Governor Pat
1212 Neff to serve as special justices on a Texas Supreme Court case
1313 from which all of the existing judges on the court had recused
1414 themselves; and
1515 WHEREAS, In 1935, Sarah Tilghman Hughes became the first
1616 woman to hold a permanent position on a Texas bench; she went on
1717 to make history again in 1961 as the first woman appointed to a
1818 federal district judgeship in Texas, and she remains the only
1919 woman ever to administer the oath of office to an American
2020 president, having sworn in Lyndon Baines Johnson aboard Air Force
2121 One on November 22, 1963; and
2222 WHEREAS, Among other notable trailblazers who have
2323 contributed to the diversity of the Texas judiciary are Harriet
2424 Mitchell Murphy, the first African American woman appointed to a
2525 regular judgeship in Texas, Elma Salinas Ender, the first Latina
2626 state district judge in Texas, and Wendy Duong, the first
2727 Vietnamese American woman to serve as a judge in the state; in
2828 2005, the Texas Fourth District Court of Appeals in San Antonio
2929 became the first appellate court in the U.S. composed entirely of
3030 women, and in 2021, the court again had the distinction of being
3131 the only all-women and now majority-Latina appellate court in the
3232 country; and
3333 WHEREAS, Today, the Texas Supreme Court includes three
3434 female justices, Jane Bland, Rebecca Aizpuru Huddle, and Debra
3535 Lehrmann, while the Texas Court of Criminal Appeals includes four
3636 women, Presiding Judge Sharon Keller and Judges Barbara Hervey,
3737 Mary Lou Keel, and Michelle Slaughter; women currently represent
3838 34 percent of judges in all courts throughout Texas, as well as 43
3939 percent of all state and district judges; and
4040 WHEREAS, Women judges have brought inspiring dedication,
4141 wisdom, and integrity to the bench, helping to make our judicial
4242 system fairer and more just for all Texans, and it is indeed
4343 fitting that a special day be set aside to honor their
4444 immeasurable contributions; now, therefore, be it
4545 RESOLVED, That the Senate of the State of Texas, 88th
4646 Legislature, hereby recognize April 24, 2023, as Texas Women
4747 Judges' Day at the State Capitol and commend the women judges
4848 of the State of Texas for their service and commitment to equal
4949 justice under the law.
