4+ SENATE RESOLUTION
25 WHEREAS, Carlos Leon served as Precinct 1 commissioner of
36 the El Paso County Commissioners Court at the end of his term in
47 2024, drawing to a close an exemplary tenure that has spanned
58 more than two decades; and
69 WHEREAS, First elected as the El Paso County Precinct 1
710 commissioner in 2012, Mr. Leon took office on January 1, 2013;
811 among his many accomplishments over the years, he has helped to
912 improve public safety, establish a County Administration Office,
10- increase health care access, and maintain fiscal responsibility at
11- the county level; he has also worked to ensure that the county's
12- lowest-level employees receive fair wages and to improve public
13- infrastructure in communities lacking sufficient utility and
14- transportation services; in addition, he played a key role in the
15- passage of a bond measure that led to the establishment of a series
16- of health clinics that now provide invaluable care to area
17- citizens, and he was instrumental in the development of a
18- partnership between The University of Texas at El Paso and the
19- county in order to bolster operations at Fabens Airport; and

2024 WHEREAS, Mr. Leon began his career as a public servant in
2125 1974, when he joined the El Paso Police Department; over the
2226 course of his 30-year tenure with the agency, he championed the
2327 community policing strategy that is still in practice today; he
2428 was promoted to chief of police in 1999, and following his
2529 retirement from the force in 2003, he began serving as a law
2630 enforcement and security consultant for a variety of
2731 organizations, including the National Center for Missing &
2832 Exploited Children; and
2933 WHEREAS, The dedication, hard work, and commitment to
3034 excellence demonstrated by Carlos Leon have greatly benefited
3135 the residents of El Paso County, and he may indeed reflect with
3236 pride on the important contributions he has made during his more
3337 than four decades of public service; now, therefore, be it
34- RESOLVED, That the Senate of the State of Texas, 88th
35- Legislature, hereby congratulate Carlos Leon on his retirement
36- as Precinct 1 commissioner of the El Paso County Commissioners
37- Court and commend him for his many years of outstanding service
38- to his fellow citizens; and, be it further
38+ RESOLVED, That the Senate of the 88th Texas Legislature
39+ hereby congratulate Carlos Leon on his retirement as Precinct 1
40+ commissioner of the El Paso County Commissioners Court and
41+ commend him for his many years of outstanding service to his
42+ fellow citizens; and, be it further
