22 WHEREAS, Texas Health and Human Services Inspector General
33 Sylvia Hernandez Kauffman has demonstrated a long-standing
44 commitment to her fellow citizens over the course of her notable
55 career in public service; and
66 WHEREAS, Sylvia Kauffman first joined the Office of
77 Inspector General in 2015 after working for the Health and Human
88 Services Commission, and she previously served OIG as principal
99 deputy inspector general and deputy inspector general for data
1010 and technology; she was appointed to her current position as
1111 inspector general for Texas Health and Human Services by Governor
1212 Greg Abbott in January 2018; and
1313 WHEREAS, Among her many responsibilities, Inspector
1414 General Kauffman oversees the vision, direction, strategy, and
1515 day-to-day operations of the 500-person office, which is charged
1616 with protecting the integrity of HHS programs and with
1717 preventing, detecting, and deterring fraud, waste, and abuse in
1818 the delivery of health and human services in the state;
1919 throughout her exemplary tenure, she has placed a significant
2020 emphasis on the use of data analytics, and as a result,
2121 recoveries have steadily increased despite a reduction in
2222 overall staff; in the 2022 fiscal year alone, the agency
2323 recovered nearly half a billion dollars and demonstrated a return
2424 of $6.21 for every dollar invested; in total, the OIG has
2525 recovered more than $2 billion for Texas taxpayers under her able
2626 leadership; and
2727 WHEREAS, Born and raised in the Rio Grande Valley,
2828 Inspector General Kauffman was the valedictorian of her high
2929 school and a first-generation college student; she holds a
3030 bachelor's degree in computer science from Stanford University
3131 and a master's degree in public policy from Harvard University;
3232 earlier in her career, she was employed by the Strategic Planning
3333 Unit in the Information Technology Division of the Commonwealth
3434 of Massachusetts, where she received the Governor's Special
3535 Achievement Award for her work in transforming the delivery of
3636 government services; and
3737 WHEREAS, Through her skill, professionalism, and
3838 commitment to excellence, Sylvia Kauffman has greatly benefited
3939 the people of the Lone Star State, and she may indeed reflect with
4040 pride on her outstanding record of service; now, therefore, be it
4141 RESOLVED, That the Senate of the State of Texas, 88th
4242 Legislature, hereby honor Sylvia Hernandez Kauffman for her
4343 professional accomplishments and extend to her sincere best
4444 wishes for continued success; and, be it further
4545 RESOLVED, That an official copy of this Resolution be
4646 prepared for Inspector General Kauffman as an expression of high
4747 regard from the Texas Senate.
