3 | 3 | | Sylvia Hernandez Kauffman has demonstrated a long-standing |

4 | 4 | | commitment to her fellow citizens over the course of her notable |

6 | 6 | | WHEREAS, Sylvia Kauffman first joined the Office of |
---|
7 | 7 | | Inspector General in 2015 after working for the Health and Human |
---|
8 | 8 | | Services Commission, and she previously served OIG as principal |
---|
9 | 9 | | deputy inspector general and deputy inspector general for data |
---|
10 | 10 | | and technology; she was appointed to her current position as |
---|
11 | 11 | | inspector general for Texas Health and Human Services by Governor |
---|
12 | 12 | | Greg Abbott in January 2018; and |
---|
13 | 13 | | WHEREAS, Among her many responsibilities, Inspector |
---|
14 | 14 | | General Kauffman oversees the vision, direction, strategy, and |
---|
15 | 15 | | day-to-day operations of the 500-person office, which is charged |
---|
16 | 16 | | with protecting the integrity of HHS programs and with |
---|
17 | 17 | | preventing, detecting, and deterring fraud, waste, and abuse in |
---|
18 | 18 | | the delivery of health and human services in the state; |
---|
19 | 19 | | throughout her exemplary tenure, she has placed a significant |
---|
20 | 20 | | emphasis on the use of data analytics, and as a result, |
---|
21 | 21 | | recoveries have steadily increased despite a reduction in |
---|
22 | 22 | | overall staff; in the 2022 fiscal year alone, the agency |
---|
23 | 23 | | recovered nearly half a billion dollars and demonstrated a return |
---|
24 | 24 | | of $6.21 for every dollar invested; in total, the OIG has |
---|
25 | 25 | | recovered more than $2 billion for Texas taxpayers under her able |
---|
26 | 26 | | leadership; and |
---|
27 | 27 | | WHEREAS, Born and raised in the Rio Grande Valley, |
---|
28 | 28 | | Inspector General Kauffman was the valedictorian of her high |
---|
29 | 29 | | school and a first-generation college student; she holds a |
---|
30 | 30 | | bachelor's degree in computer science from Stanford University |
---|
31 | 31 | | and a master's degree in public policy from Harvard University; |
---|
32 | 32 | | earlier in her career, she was employed by the Strategic Planning |
---|
33 | 33 | | Unit in the Information Technology Division of the Commonwealth |
---|
34 | 34 | | of Massachusetts, where she received the Governor's Special |
---|
35 | 35 | | Achievement Award for her work in transforming the delivery of |
---|
36 | 36 | | government services; and |
---|
37 | 37 | | WHEREAS, Through her skill, professionalism, and |
---|
38 | 38 | | commitment to excellence, Sylvia Kauffman has greatly benefited |

39 | 39 | | the people of the Lone Star State, and she may indeed reflect with |

40 | 40 | | pride on her outstanding record of service; now, therefore, be it |

41 | 41 | | RESOLVED, That the Senate of the State of Texas, 88th |

42 | 42 | | Legislature, hereby honor Sylvia Hernandez Kauffman for her |

43 | 43 | | professional accomplishments and extend to her sincere best |

44 | 44 | | wishes for continued success; and, be it further |
